This is a Synopsis Notification (Intent to Sole Source). The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i) and 13.501(a)(1)(ii). "Only one responsible source" is based on the company being the sole developer and provider of the product and / or service and is therefore the only source capable of satisfying the Government's requirement. This is a new requirement for a custom educational video production and musical collaboration between the US Military Academy West Point Band (West Point Music Research Center) and Ms. Nahre Sol (Nahre Sol LLC). The production and collaboration will be published online via Ms. Sol’s media channel which has over 500,000 subscribers. It will highlight the West Point Music Research Center and the US Military Academy to targeted music-related audiences for the purpose of increasing awareness of the West Point Music Research Center and proliferating interest in the Academy by musicians and prospective students alike.

Ms. Sol will be the guest artist in addition to producer and editor of the educational product. Her knowledge of video and editorial production along with her unique prowess and artistic expertise with a variety of musical instruments, exploratory music education, and multiple cultural styles are at the heart of this world-class collaboration.

VENDOR: Nahre Sol LLC

PERIOD OF PERFORMANCE: *1 year (01/09/23 thru 01/08/24)

REQUIREMENT: Video / Editorial Production and Musical Collaboration with The Contractor (vendor). The Contractor (vendor) will be the on-camera host (protagonist) and guest artist of the West Point Band. The Contractor (vendor) and MSG Yalin Chi (a graduate of Juilliard and Yale University) shall collaborate on a scene to highlight the expert musicianship that those schools and the U.S. Army maintain. This may be a duet at the piano or something similar. The Contractor (vendor) must be able to perform on the piano at the same level of expertise as MSG Yalin Chi.

*NOTE: The PoP is for a ONE-TIME performance that can be scheduled to be completed anytime between those dates; collaborated and agreed upon by the vendor and end-user.

The NAICS Code Qualifier is 711130; SBA Size Standard is $13.0 Million.

This is considered a sole source to Nahre Sol LLC because – based on market research and to the best of MICC West Point’s knowledge – Nahre Sol LLC is the only known vendor to possess video / editorial production experience – as well as – musical knowledge, experience, and classical training and expertise in various styles of music and instruments.

This Notice of Intent is not a request for competitive proposals and no solicitation document is available. However, any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement. Evidence must clearly show the parties experience with video / editorial production as well as their unique knowledge, skills, abilities, and expertise with various musical instruments, their level of training, and academic achievement (i.e., Yale, Juilliard, etc.) (* INFO WILL BE VERIFIED *). All interested parties must provide the following data with their responses:

A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for market research purposes to determine a competitive procurement.
