  1. The U.S. Army Corps of Engineers, New York District is seeking manufacturers and/or distributors of ductless, split system A/C units to be installed at Watervliet Arsenal in support of the Radial Forge Infrastructure project. The units must meet the requirements of FAR 52.225-11, Buy American-Construction Materials Under Trade Agreements. The technical requirements for these units are described in Paragraph 2 below. To be compliant with FAR 52.225-11, the units must meet the requirements of the Acts as defined in Paragraph 3 below.

  2. Technical Requirements

    1. Three units, The indoors units shall be powered through the outdoor units.

    2. Units shall be mounted to existing building masonry.

    3. Units shall operate at low ambient temperature will full capacity heating capabilities.

    4. The units shall be utilized to provide year-round heating and cooling for controls rooms, equipment rooms, and offices.

    5. Unit 1 shall have a heating capacity of 22.00, Unit 2 shall have a heating capacity of 28.00, and Unit 3 shall have a heating capacity of 34.00 MBH.

    6. Unit 1shall have a cooling capacity of 18.00, Unit 2 shall have a cooling capacity of 24.00, and Unit 3 shall have a cooling capacity of 30.00 MBH.

    7. All units shall be powered by 208V/1PH/60HZ.

    8. Unit 1 shall have a CFM of 450, Unit 2 shall have a CFM of 700, and Unit 3 shall have a CFM of 775.

    9. All units shall weigh between 153 and 154 lbs.

    10. Units shall meet the requirements of FAR 52.225-11 Buy American- Construction Materials Under Trade Agreements.



  3. FAR 52.225-11 Buy American- Construction Materials Under Trade Agreements: The Buy American Act (BAA) provides a preference for domestic construction materials mined, produced or manufactured in the United States.

  4. Sources Sought Information:

    1. Manufacturer's name, address, phone number and point of contact.

    2. Name of the country where the units are manufactured.

    3. Unit cost for the ductless mini-split system units.

    4. Catalog cut of the ductless mini-split system units demonstrating that they meet the technical requirements outlined in paragraph 2 above.

    5. Whether the units were available in 2022 and if not, when they became available.

    6. Manufacturers certification that the product is an end product and meets the requirements dictated and defined in FAR 52.225-11.
