COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS
Solicitation Number: 36C24223Q0902
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.102 in conjunction with FAR Part 13, Simplified Acquisition Procedures as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement will be evaluated using the comparative evaluation process outlined in FAR 13.106-2 (b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government.
The combined synopsis/solicitation number is 36C24223Q0902. It is issued as a Request for Quote. The Government anticipates awarding one firm-fixed price purchase order resulting from this solicitation.
This is a BRAND NAME or EQUAL requirement (as specified in the line items) to prevent compatibility issues with existing VA owned components. Quote evaluations will be based on Best Value Criteria, in accordance with FAR 52.212-2, and utilizing the evaluation factors of price and delivery schedule.
This procurement is limited to new equipment only. Used, gray, refurbished or aftermarket equipment will not be considered for this requirement. The Veterans Health Administration prohibits the use of gray/ aftermarket items in their Medical Centers. Gray/ aftermarket items are items outside of the original equipment manufacturer's intended distribution channels. Quotes for other than new, will be deemed non-compliant and will be removed from the competitive range without discussion.
Quotes shall be Firm Fixed Price (FFP) and submitted for total requirement; variations/partials will be deemed non-compliant and removed from the competitive range without discussion.
This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2023-04 (eff. 06/02/2023) and VAAR Update 2008-35 (eff. 02/24/2023).
The North American Industry Classification system number is 333120 with a size standard in number 1,250 Employees PSC 3825.
Place of Performance: Department of Veterans Affairs, Buffalo VA Medical Center, 3495 Bailey Avenue, Buffalo, NY, 14215-1129.
Delivery Schedule/Installation: All equipment shall be delivered by, and installation completed within 60 days from the date of award.

SECTION 2: STATEMENT OF WORK (SOW):
The VAWNYHS Grounds and Transportation division of EMS requires (3) 14 feet Snow Pushers with a quick coupler connection as the securing mechanism to replace current unsafe chain secured pushers.
Specific Tasks: The proposed Snow Pusher shall meet the following Buffalo VA Medical Center technical requirements.
1: The proposed Snow Pusher shall be compatible with John Deere 544K Front End Loader quick coupler.
2: The proposed Snow Pusher must be a 14-foot quick coupler John Deere 544K hookup. Current chain secured pushers are unsafe during installs and operations due to coming loose and striking curbs, poles, vehicles, and other equipment.
3: The proposed Snow Pusher must have Rubber edge.

This solicitation is not open for subcontracting opportunities.
Submissions shall include any exception(s) and rationale for the exception(s). Quotes received without this statement will be assumed to infer those terms and conditions are acceptable without modification, deletion, or addition.
Submissions shall be received NO LATER THAN 5:00 PM EDT, Friday July 7, 2023. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Requests for additional information will not be accepted after 4:00 PM EDT, Wednesday, July 5, 2023.
