Description

The U.S. Department of Agriculture (USDA) seeks to lease the following space:



City, State: Jamestown, New York



Delineated Area: (See attached Map)



To the North, beginning at the intersection of County Touring Road/ Salisbury Road (CR 641) and Fluvanna Townline Road travel east/ southeast to the intersection of Salisbury Road (CR 641) and Chautauqua County 380, continue north/ northeast on Salisbury Road (CR 132) to the intersection of Salisbury Road (CR132)/Kimball Drive and North Main Street (SR 60), continue north on North Main Street (SR 60) continuing north on County Touring Route 50 and then east on 28th Creek Road ending at the intersection of 28th Creek Road and Dean School Road;



To the East, beginning at the intersection of 28th Creek Road and Dean School Road, travel south to Sprague Hill Road, continuing south/southwest on Sprague Hill Road to the intersection of Sprague Hill Road and Gerry Levant Road (CR 604), travel south on Gerry Levant Road (CR 604) to County Touring Route 65/ Levant/Gerry Road/Water Street (NY 16) to the intersection of County Touring Route 65 and East Elmwood Avenue (NY 340) continuing south/southeast to Blanchard Road/ Quaint Road/Hotchkiss Road to the intersection of Quaint Road and Falconer-Frewsburg Road heading north/ northwest to the intersection of Falconer-Frewsburg Road and Chautauqua County 380, continuing south on Chautauqua County 380 ending at the intersection of Chautauqua County 380 and Buffalo Street (NY 150);



To the South, beginning at the intersection of Chautauqua County 380 and Buffalo Street (NY 150) travel north/ northwest to Swanson Road the travel south to Willard Street Exd/ County Touring Route 38, continuing west on Willard Street/Exd/County Touring Route 38/Willard Street continuing west/



southwest on Willard Street/ Harrison Street to the intersection of Harrison Street/ Washington Street, continue west/southwest on Steele Street, turning south on Barrett Avenue then turning west on Baker Street (NY 322) continuing south/ southwest on Baker Street (NY 322)/ Counter Touring Route 30, ending at the intersection of Baker Street (NY 322)/ County Touring Route 30/ Southwestern Drive (NY 328);



To the West, beginning at the intersection of Baker Street (CR 322)/ County Touring Route 30/ Southwestern Drive (CR 328), travel north to RT 394 (Fairmount Ave); north on to Dunham heading east/ southeast towards Boulevard Avenue at about Carson Boat Livery, and continuing south/ southeast on Boulevard Avenue/ Jones and Gifford Avenue to the intersection of Jones and Gifford Avenue and West 8th Street, continuing North onto Washington St; left on to Fluvana Ave heading northwest to Route 430 to the intersection of Fluvanna Townline Road (CR 609) traveling north on Fluvanna Townline Road (CR 609) ending at the intersection of County Touring Road/ Salisbury Road (CR 641) and Fluvanna Townline Road (CR 609).



Minimum Sq. Ft. (ABOA): 4,897 ABOA SF



Maximum Sq. Ft. (ABOA): 5,142 ABOA SF



Maximum Sq. Ft. (RSF): Not to exceed 5,877 RSF



Space Type: Office and related space



Reserved Parking Spaces (Total): Six (6) parking spaces for Government Official Vehicles



Non-Reserved Parking Spaces (Total): Thirty-four (34) parking spaces for Employee and Visitor Parking




  • The parking shall be either onsite or publicly located within ¼ walkable mile (1,320 Feet) of the public entrance of the Premises.

  • One (1) parking space shall be large enough to accommodate one (1) large, farm-type vehicle with trailers.

  • The parking lot shall have pull-through capabilities and shall no be obstructed by adjacent buildings and/or tenants.



Full Term: Up to Twenty (20) Years (240-Months)



Firm Term: Ten (10) Years (120-Months)



TERMINATION RIGHTS: 120-days, in whole after the expiration of the firm lease term.



Additional Requirements:




  • The space offered, its location, and its surrounding areas must be compatible with the Government’s intended use.

  • Space will not be considered where any living quarters are located within the building.

  • Space shall not be located near establishments whose primary operation is the sale of alcoholic beverages, firearms sold/ discharged, or where there are tenants related to drug treatment or detention facilities.

  • Subleases are not acceptable.

  • First floor space is preferred. Office space must be contiguous and continuous on one floor. If space offered is above the ground level, then at least one (1) accessible elevator will be required.

  • The Government will have access to the Space 24-hours a day, 7-days a week. Normal hours of operation are Monday through Friday 6:00 AM – 6:00 PM (excluding Saturdays, Sundays, and Federal Holidays).

  • Offered space must meet the Government’s requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.

  • A fully serviced lease is required. All services, janitorial services, utilities shall be provided as part of the rental consideration.

  • Offered space shall not be in the 500-year flood plain. This includes but is not limited to the building, parking lot, site, or ingress/ egress points to the site.



Expressions of Interest Due: 4:30 PM, Thursday, June 15, 2023



Occupancy (Estimated): Within 120-days of issuance of Notice to Proceed (NTP)



Note: Entities not currently registered in the System for Award Management (SAM) at SAM.gov, are advised to start the registration process as soon as possible if intending to submit an offer for possible lease award.



Expressions of Interest shall include the following:




  1. Complete Lease Market Survey Form for Existing Buildings, MS-2991 in its entirety. This form may also be used for proposed new construction. (See attachments)

  2. If existing building, building name and address, and location of the available space within the Building, along with building site/ lot plans, interior layout drawings/pictures (with dimensions shown) reflecting the Space that is being offered.

  3. If new construction, site/aerial plans or building site/lot plans showing the location of the proposal land, along with the parcel number (if part of multiple parcels, all parcel numbers associated with the proposed land). Adjacent streets showing proposed ingress/egress shall be shown on the plans.

  4. Rentable square feet (RSF) and ANSI/BOMA office area (ABOA) square feet to be offered.

  5. Date of space availability.

  6. If offeror is not the owner of the building, an authorization letter signed by owner to represent owner for property will be required. *

  7. Amount of/type of parking available on-site.

  8. Photos of the space or site being submitted, or permission for Market Survey participants to photograph the space or site.

  9. For existing buildings, provide information on condition of building systems, roof, foundation, and current floor plan. Alternatively, provide a copy of a recent commercial building inspection or appraisal.



* As mentioned in #6 above, any submission received without written authorization to represent owner(s) will not be considered until such time the documentation has been received. In cases where an agent is representing multiple entities, written acknowledgement/permission from each entity to represent multiple interest parties for the same submission must be submitted prior to the Expressions of Interest due date.
