The U.S. Equal Employment Opportunity Commission (EEOC) intends to issue a sole source purchase order to William S. Hein & Co., Inc., located at: 2350 North Forest Rd, Getzville, New York 14068. The proposed purchase order is for a subscription that provides access to an on-line database with access to its full-text, exact facsimile PDF versions of U.S. Federal, statutory, current and historical journals and periodicals, for which the Government intends to solicit and negotiate only with William S. Hein & Co., in accordance with FAR 13.106-1 pursuant to FAR 13.106-1(b)(1)(i) soliciting from a single source, the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available.

The Single Source Determination has been certified and approved. The applicable North American Industry Classification System Code (NAICS) is 519290, "Internet Publishing and Broadcasting and Web Search Portals " and the Small Business Size Standard is 1,000 employees. The Government anticipates the award of a firm-fixed-price purchase order with a period of performance of one 12-month base year plus four (4) option years. Interested parties may identify their interest and capabilities to respond to the requirement. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) will not be made available. The closing date is for this notice is July 12, 2023.

EEOC intends to execute a competitive procurement in FY 2028 for a new contract for these services.
