This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this notice is to obtain the following information:

1. The availability and capability of qualified resources;

2. Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition 517111 -Wired Telecommunications Carriers with a small business size standard of 1,500 Employees.

Requirement Description:

The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Quebec. GLS’s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway which includes maintenance, repair and/or replacement of structures and facilities.

GLS is seeking Wired Communications Carrier. The primary requirement requires 10Mbps EPL connectivity from our Eisenhower Locks facility in Massena, NY to four remote locations, including Sodus, Orleans, Alexandria Bay, and Wellesley Island. GLS requires a 20Mbps FIA connection for internet use and a 50 Mbps FIA connection for Wi-Fi usage. Both FIA’s will be at our Eisenhower Locks facility. GLS requires Enterprise Trunking 23 PRI for our phone system at our Administration Building in Massena, NY along with a DID Block (100) and a DID Block (20). GLS requires a Dark Fiber Maintenance between Eisenhower and Snell Lock. All hardware to be furnished at each location along with service and support.

Submission:

Interested firms shall submit the following:

1. Name of Company; Company Address; Point of Contact, with Name, Phone Number and Email; NAICS Code, Unique Entity Identification Number (UEI), CAGE Code, and Socio-Economic Size Status (Large/Small Business/HubZone/8(a)/Woman Owned Small Business/Service Disabled Veteran Owned Small Business/etc.)

2. Provide a capability statement that lists three projects similar in scope, completed in the last 3 years. These projects may involve janitorial services provided to entities outside of the federal government. Brief descriptions of the relevant projects shall be provided along with contact references for each project. (Not to exceed 3 pages)

Respondents to this notice should not anticipate feedback with regards to their submission other than acknowledgement of receipt. GLS reserves the right to review late submissions but makes no guarantee that they will be reviewed.
