Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



Solicitation Number: 12305B23Q0072 is issued as a request for quotation (RFQ).



This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02.



Set- Aside: There is no set-aside.



The North American Industry Classification System (NAICS) code is 325120 (Industrial Gas Manufacturing); size standard in number of employees 1,200.

Description of requirements for the items to be acquired: The contractor shall provide all services including labor, materials, supplies, supervision, tools, equipment, and transportation, to supply compressed gas in the common size tanks (80 cu ft to 330 cu ft). See (Attachment- Specifications) for full description of services.

Offers must have a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, uploaded on sam.gov by the time quotes are due.





The clause at 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, applies to this acquisition. (See Prov. Clauses attachment for all clauses terms and conditions).

The anticipated ceiling value of the IDIQ is $250K. The government only guarantees that order reaching the minimum value will be ordered off the contract.





IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA solicitations must be registered in the System for Award Management (SAM) database at the time of quote submission. Failure to register in the SAM database will make an Offeror ineligible for award. The SAM website can be accessed at https://sam.gov/





The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Contract Opportunities at https://sam.gov Any additional amendments and/or documents related to this procurement will be available electronically only. Potential Quoters will be responsible for downloading their own copy of those documents related to this procurement, if any. Offerors are encouraged to check the SAM web site frequently to be notified of any changes to this solicitation. Interested vendors should reference the solicitation documents for all terms and conditions, evaluation factors and submission requirements.





SELECTION PROCESS: Provision 52.212-2, Evaluation-Commercial Items is applies to this acquisition.The Quotes will be evaluated using best value with price being more important than technical.





All offerors shall submit the following:




  1. Capability Statement that addresses the Offeror’s Technical Capability to perform services that are listed in the specifications. The statement must provide details of how the offeror is an authorized distributor of the gases. (Non-priced factor)

  2. Provide past performance experience for 1-2 similar projects performing services for the requirements listed in the specifications. Include the (name, address, and phone number) of the similar project(s). (Non-priced factor)

  3. Price for the base ordering period and an additional four (4) ordering periods in accordance with the Price List on the Specifications attached.



Note: Dates are estimates at this time. Actual time frames will be adjusted based off the award date.*





REJECTION OF QUOTATION: Failure to demonstrate compliance will cause rejection of quote without further discussions. All responsible sources may submit a quote which will be considered.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.

Interested vendors who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to award this proposed contract action, based on this notice, is solely within the discretion of the Government.
