The Naval Air Systems Command (NAVAIR) intends to negotiate a Basic Ordering Agreement (BOA) on a sole source basis with Lockheed Martin Rotary and Mission Systems (LM RMS) in Owego, NY. This BOA is to provide Non-Recurring Engineering (NRE) from Critical Design Review (CDR) through production Engineering Change Proposal (ECP) approval for the development, radar subsystem integration and test, and integration into the MH-60R software baseline of a technology refreshed AN/APS-153(V) Radar Data Processor (RDP) Weapons Replaceable Assembly (WRA) to address current and pending component obsolescence issues. The resulting RDP configuration shall support all current AN/APS-153(V) requirements and functions and implementation of additional radar functions and modes as defined by the requirements documents and tasking specified in the Statement of Work. With an estimated award date of 31 January 2024, the intended work to be performed will be at the contractor facility.

Tasking for this effort includes applicable scope and data deliverables for Systems Engineering, Program Management (PM), Subcontractor PM, Logistics, Reliability and Maintainability, Test, Configuration Management, Production, Quality, and Security. The Contractor shall execute CDR and subsequent hardware and software development, engineering development model (EDM) and production representative RDP hardware builds, hardware and software integration testing, safety of flight testing, qualification testing, ground/flight testing and support, production ECP preparation and submission, production test equipment updates, and operational test program set (OTPS) development and test.

This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements" because LM RMS is the current manufacturer and system integrator for the full rate production of MH-60R aircraft and is the only known source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, and technical data required for the MH-60R aircraft.
