Description

The Naval Air System Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Delivery Order under Lockheed Martin Corporate Basic Ordering Agreement (BOA) N0001923G0002 to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, to procure the Non-Recurring Engineering (NRE) efforts required to address ongoing Diminishing Manufacturing Sources and Material Shortages (DMSMS) problem in the current MH-60R/S Common Cockpit Display. The glass substrate used to manufacture the Active Matrix Liquid Crystal Display (AMLCD) has undergone several supplier changes and required minor redesigns (with supporting qualification) since the original fielding of the Alternate Source Display (ASD). This effort is to replicate the latest AMLCD, Flex Cable, Digital Interface Board (DIB) design, hereafter referred to as the replicated Front End Display, to permit direct replacement of existing components into the Electro Optic Module (EOM). The replicated Front End Display as installed in the ASD, needs to be qualified to support sustainment needs such as spares and repairs along with future production opportunities for the United States Navy (USN) and Foreign Military Sales (FMS). The tasking planned for this effort includes the creation of test plans and procedures, factory and lab testing as appropriate, drawing and documentation updates, and a Class I Engineering Change Proposal. The projected delivery date is June 2026.



This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, 10 U.S.C. § 2304(a)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements." LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services. Thus, award to any other source would result in substantial duplication of costs to the Government, which would not be recovered through competition, and unacceptable delays in fulfilling the Navy’s requirements.



Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the NRE efforts listed require a substantial initial investment or an extended period of preparation. However, the Government will consider all responses received by the closing date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
