Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement “6923G223Q000011” constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective January 19, 2017.



The Solicitation number is “6923G223Q0000011” and issued as a request for quotation (RFQ). The combined synopsis/solicitation will result in a firm fixed price purchase order.



This requirement is a total set-aside for small business. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-06 Notice of Total Small Business Set-Aside which applies to this solicitation).

The United States Merchant Marine Academy (USMMA) at Kings Point, New York requires the procurement of a new educational refrigeration training unit on a mobile platform for use in the Marine Engineering Refrigeration Lab G09 for various undergraduate courses and programs. Unit should be name brand or similar to “Hampden H-CRT-1 Refrigeration Training Unit with data collection”



Please note this requirement incorporates “FAR PT 52.211-6 Brand Name or Equal (Aug 1999)”



In order for the quote to be considered for award the item quoted must reflect the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that "equal" products" of the brand name manufacturer, must meet the salient physical, functional, or characteristic as specified in the Quote must clearly describe any modifications the offeror plans to make in the product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.



The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer.



The Contracting Officer is not responsible for locating or obtaining any information not



identified in the offer. Offer must clearly indicate that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.



Scope Of Work



The United States Merchant Marine Academy (USMMA) at Kings Point, New York requires the procurement of a new educational refrigeration training unit on a mobile platform for use in the Marine Engineering Refrigeration Lab G09 for various undergraduate courses and programs. The refrigeration training unit shall be on a mobile platform for use in the Marine Engineering Refrigeration Lab G09 for various undergraduate courses and programs. Unit should be name brand or similar to “Hampden H-CRT-1 Refrigeration Training Unit with data collection”



Delivery shall be F.O.B to: Refrigeration Lab G09, in Gibbs Hall, at the United States Merchant Marine Academy, 300 Steamboat Road, Kings Point, N.Y. 11024.



Description



The training system will meet or exceed the reliability and precision that is required of an engineering training unit utilizing modern day components and instrumentation, including the ability to data log and distribute data to students. The new training unit will be utilized to support Marine Engineering undergraduate classes including Refrigeration Labs and Introduction to Marine Engineering Labs. It has the potential to support KP Scholar efforts and Independent studies.



Statement of Work



Refrigeration training system shall be pre-assembled and delivered to the Gibbs Hall Refrigeration Lab G09



The educational refrigeration training system shall meet or exceed the following requirements:



*Unit Dimensions Height- 78inches max, Length – 84 inches max, Depth – 30 inches max



*Unit Total Weight – 1000 lbs. max on wheeled wide platform to minimize tipping hazard



*Electrical Power: 120VAC 60 Hz 13-amp max



*Refrigerant: R-410A preferred, R-134a acceptable



*Unit shall not require an internet access to operate, for updates, or troubleshooting



*Unit shall be capable of data logging, data storage, and ability to transfer data to portable media



*Unit shall be capable of generating variable loads



*Unit shall have full instrumentation for pressure, temperature, and flow at intakes and discharges of all system components



*Unit shall have service ports to add/remove refrigerant as necessary



*Unit shall have low- and high-pressure protection



*Unit should have adequate insulation to limit environmental influence



*Unit should have the capability to act as a heat pump as well as a cooling system



*Purchase shall include all components, original documentation, hardcopy and electronic warranties to be included



Quality Assurance Requirements



*Deliverer shall accomplish the delivery in accordance with all USMMA, local, state, federal, marine, and NEPA regulations that apply



*Manufacturer shall warranty all of the components utilized for a minimum of 1 year to be free from defect
