Description

This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this notice is to obtain the following information:




  1. The availability and capability of qualified resources;

  2. Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition 336611 -Ship Building and Repairing with a small business size standard of 1,250 people.



Requirement Description:



The Great Lakes St. Lawrence Seaway Development Corporation (GLS or Corporation) is seeking sources for small businesses qualified to perform design and build services regarding the Derrick Barge, “GRASSE RIVER.”



GLS is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Quebec. GLS’s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway which includes maintenance, repair and/or replacement of structures and facilities. One of the major parts of this function is the operation and maintenance of the Eisenhower and Snell Locks.



To limit the impact of lock downtime in the event of a major incident involving severe damage to a lock miter gate, GLS has in place a spare gate facility and a floating derrick barge, “GRASSE RIVER,” (Gate lifter), located at the GLS Snug Harbor Facility in Massena, New York.



The intended overall project will consist of scopes of work for Parts “A” and “B.” The project will ultimately lead to the maintenance, repair, upgrade, and useful life extension of the floating derrick barge, “GRASSE RIVER.”



The contractor under Part “A” of the project scope shall develop relevant specifications, design documents for work (e.g., construction), that is to be completed. This notice is for sources sought for small businesses interested in the solicitation that will be for the completion of Part “A”. The completion of the shipyard work (construction) will be Part “B” by a separate contractor under a separate solicitation.



The Part “A” design documents shall include specifications and drawings (i.e., design) which shall be of sufficient detail. Materials and equipment must not be specified as a certain model number of a given manufacturer unless specified on an "or equal" basis, and if they are specified on an "or equal" basis, the specification must provide the salient features (physical characteristics and performance requirements) upon which the "or equal" status will be evaluated. The contractor will also be required to develop a comprehensive cost estimate and representative schedule(s) that shall be detailed with labor, materials, and equipment.



Submission:



Interested firms shall submit the following:




  1. Name of Company; Company Address; Point of Contact, with Name, Phone Number and Email; NAICS Code, Unique Entity Identification Number (UEI), CAGE Code, and Socio-Economic Size Status (Large/Small Business/HubZone/8(a)/Woman Owned Small Business/Service Disabled Veteran Owned Small Business/etc.)

  2. Provide a capability statement that lists three projects similar in scope, completed in the last 5 years. These projects must involve design, construction, maintenance, repair, rehabilitation, upgrade and/or life extension to marine assets of similar type. The relevant projects shall include use of materials described. Brief descriptions of the relevant projects shall be provided along with contact references for each project. (Not to exceed 4 pages)

  3. Respond via e-mail to purchasing@dot.gov. The email subject line must contain Floating Derrick Barge, “GRASSE RIVER” Sources Sought 6923G524SS0001.



Verbal questions will not be accepted and GLS will respond to written questions at its discretion. All communications must be sent via email to purchasing@dot.gov.



Respondents to this notice should not anticipate feedback with regards to their submission other than acknowledgement of receipt. GLS reserves the right to review late submissions but makes no guarantee that they will be reviewed.



Results of this Notice will not be provided.
