INTRODUCTION





The Fort Drum Mission Installation Contracting Command is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for warming tents. The intention is to procure these services on a competitive basis

All Small Business Set-Aside categories will be considered; special consideration will be given to HUBZONE vendors. REQUIRED CAPABILITIES





The contractor shall provide warming tents at three locations, to be determined, in the Ft. Drum training area. There must be enough tents to accommodate approximately 400 personnel per location with 50-65 square feet (SF) available per person. The Contractor shall ensure equipment is delivered with all necessary original equipment parts IAW the operator’s manual and have a full tank of diesel fuel, if required. The equipment shall be 100% fully functional IAW the operator’s manual upon delivery.





The contractor shall ensure tents are in good working condition with no holes or tears in the fabric with flooring at least 1 inch thick. Specifically, flooring must be able to withstand winter weather conditions (including snow, ice, sleet, etc.) and all other weather conditions not deemed unusually severe. Each tent shall include a heating and ventilation system to ensure the temperature inside stays above 50 degrees Fahrenheit. The heating and ventilation system shall ensure that filtered air is circulating through the tents regularly. The Contractor shall install generator and power distribution systems for tents, heating and ventilation systems, and the Contractor shall not tie into any utilities for power and electrical support on Fort Drum, NY. The Contractor shall provide constant running power to sustain the tents, and heating and ventilation systems for personnel occupying the tents. Fuel for the generators will be provided by the Government from a designated fuel farm. The Contractor shall coordinate all refueling operations with the COR. The Contactor may store fuelers and equipment on Fort Drum at an area that will be designated by the COR. The Contractor shall provide secondary containment for all equipment holding more than 300 gallons of fuel. The tent should be either tan or white in color.





The equipment shall be able to operate in the terrain of Ft. Drum, NY and be able to withstand winter weather in the area, to include snow, wind, and extreme cold temperatures. Each piece of equipment shall have a minimum of one (1) 5lb fire extinguisher. The equipment shall operate on Ultra Low Sulfur Diesel (ULSD), as a fuel source. The Contractor shall label all equipment near the fuel tank with the wording “Diesel Fuel Only”. Failure to label accordingly will invalidate contractor claims regarding use of incorrect fuel.





Equipment Maintenance: The Contractor is responsible for all maintenance, repairs, and replacement (if necessary) of all tents, generators, power distribution systems, heating and ventilation systems, and any other required Contractor provided equipment.





Contractor shall have a company representative on call to respond to maintenance requests with full telephone coverage and authority to make decisions on behalf of the company on a 24 hour basis. The time for a required maintenance call starts when the Government calls the company representative. The Contractor shall have functioning voicemail. Lack of receiving capabilities by the Contractor does not relieve the Contractor of liability for the required service call timeframe to repair or replace equipment.



The Contractor shall respond within 4hrs of an HVAC system becoming non-operational or if the temperature control cannot be maintained between 60-78 degrees Fahrenheit. The Contractor shall have all non-working HVAC systems repaired or replaced within 48hrs.





The Contractor shall respond to significant electrical failures that are not life health, and safety issues within 24 hours. Significant electrical failures are when more than 25% of tents lights or outlets fail. The Contractor shall correct all significant electrical failures within 48hrs. Anything less than significant failure, less than 25%, shall be repaired within 72 hours.









If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.





The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.





ELIGIBILITY





The applicable NAICS code for this requirement is 532289 with a Small Business Size Standard of $12.5 million. The Product Service Code is W099. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their response.
