It is the intent of the County to retain the services of an Architectural/Engineering Consultant, likely a multidisciplinary team, to provide Professional Design Services (Construction Bid Documents) and Construction Cost Estimating, as well as Construction Bid Response Review Participation; Submittal/Shop Drawing Review & Approval; Construction Inspections (where required as design professional of record and for punch list/final inspection); Commissioning Participation (as required, Mechanical Compliance Certificate, Lighting & Power Compliance Certificate, Building Envelope Compliance Certificate, etc.). Record as built drawings and O&M Manuals shall be the responsibility of the Construction Contractor(s) and are not required in this contract.

The County intends to make award to the firm/team which best demonstrates their previous experience with projects of similar size and scope, in a reasonable time frame. Interested firms shall keep in mind that project has a strict 24-month deadline to completion imposed by the funding source. Time is urgent and design build is not an option. Qualification criteria and a fee proposal document have been provided in section 7.0 Proposal Information of this document.

The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required.
