Description:

SUNY UPSTATE MEDICAL UNIVERSITY (“UPSTATE”) seeks a vendor to provide a Value Analysis Software (“VAS”) Solution. The proposed VAS solution should support Upstate’s Value Analysis Program which; (i) Provides a systematic organizational process for the evaluation of new and existing materials, equipment, and related services in a cross functional and multidisciplinary manner, (ii) promotes the optimization of material, labor, and capital, achieved through improved processes and increased product standardization and utilization, and cost-benefit procurement decisions for quality outcomes; and (iii) supports clinical quality initiatives with organized, consistent, and timely oversight of related product and equipment issues, including planning for new products, product management changes, and multi-disciplinary process changes related to products and equipment supporting the initiative

Detailed Specifications:

The software must have the following features:

  • Vendor’s proposed system must be All in one technology for new Value Analysis (“VA”) requests as well as project management.
  • The vendor’s proposed VAS system must have value analysis function, including, voting, surveys, physician engagement workflow, vendor communications, customizable electronic request forms and workflows.
  • The vendor’s proposed VAS system must have clinical evidence and research capabilities.
  • The vendor’s proposed VAS system must have benchmarking capabilities.
  • The vendor’s proposed VAS system must have automated tracking and measurement capabilities, with the ability to track initiatives to ensure that they are on track to meet or surpass financial and utilization goals.
  • The proposed system must have functional and clinical equivalence of devices with a library including 40,000+ products.
  • The vendor’s proposed VAS system must include FDA Safety Data.
  • The proposed VAS system must have scalability, whereby the proposed system is able to grow to accommodate future health system expansion and is also able to integrate additional savings, analytical models, physician level analytics and other analytical modules.
  • Vendor’s proposed system must have Strategic Sourcing Functionality including automated identification of savings opportunities based on spend, clinical evidence, clinical guidelines, and expected outcomes.
  • Vendor’s proposed system must support a Single Sign On (SSO).
  • Vendor’s proposed system must support Listserve/Community Hub functionality.
  • Vendor’s proposed system must, at a minimum, be compatible with Chrome, Firefox and Safari ensuring minimal browser issues for the user and meet Section 508 - Web Accessibility Standards.
  • Vendor’s VAS must be web-based. Explain if and how the VAS proposed by your firm meets this requirement.
  • Vendor’s proposed system must have the ability to receive and store different document and media object types (Excel, Word, PowerPoint, PDF, SQL files, rich text, URL links, photo (.jpeg)/video files).
  • The solution must be able to integrate with the Microsoft ecosystem (Office 365, SharePoint, Teams)
  • Vendor’s solution must allow for the import and export of data including financial/invoicing data.
  • Vendor’s proposal solution must allow data to be owned by Upstate and Upstate must have 100% access to data, as needed.
  • Vendor’s proposed system must have the ability to export completed forms in PDF format for reporting as well as have end user report writing capabilities.
  • Vendor’s VAS must be available twenty-four (24) hours a day, seven (7) days a week.
  • Vendor’s proposed solution must allow Upstate to have system access to data/database with import/export functionality for reports, interfaces, add-ons, troubleshooting, etc., Monday through Friday 7:00 am to 6:00 pm ET.
  • Vendor’s proposed system must be hosted completely by Vendor.
  • Vendor’s proposed system must provide user accounts for all SUNY Upstate employees and affiliates.

Minimum Qualifications of Eligible Organizations:

  • Vendor’s firm must have at least three (3) continuous years of experience providing a VAS Solution for academic medical centers and healthcare organizations similar in size and scope of Upstate.
  • Vendor must be able to provide twenty-four (24) hour technical support minimally via remote access electronically.
  • Vendor is authorized to do business in New York State.

Interested eligible organizations should submit a completed Checklist (available under the “Documents” tab) and no more than a four (4) page letter of interest describing the vendor’s background, capacity and experience that demonstrates and affirms its ability to conduct the activities as described above during the anticipated contract term of five (5) years. Please submit these documents via email to ryderkr @upstate.edu no later than 10:00 a.m. Est. on February 23, 2023.
