New York State Regional Food Hub LLC, a subsidiary of Council on the Environment, Inc. (d/b/a GrowNYC) is planning to construct a new 60,427 gsf Industrial Building as the new location of the New York State Regional Food Hub (the “Hub”). The 3.4-acre property is located along Halleck Avenue in the Hunts Point neighborhood of the Bronx, New York.

Approximately one-third of the building (17,427 gsf) will be constructed and occupied by GrowNYC for their own use with the balance of the shell building constructed for two future tenant leases. This Request for Bid includes only the work related to the base building’s building systems and fit-out of GrowNYC’s space.

You are invited to provide your bids for the interior and fit-out of the Hub. The interior and fit-out project is funded in part by federal and local government sources, with the overall work broken up between two parts. In order to comply with our funding requirements, you are required to bid the project pursuant to each trade’s applicable wage rate. The bid for “EDA Interiors” must be based on Davis-Bacon prevailing wage labor. The bid for “Non-EDA Interiors” work does not require Davis-Bacon prevailing wage labor, but does require NYS prevailing wage labor. Please make sure that your response and bid takes into account the EDA Requirements, MWB/E, HireNYC, bonding and insurance requirements, amongst others, that are described in the provided materials.

All pertinent design drawings, specifications and instructions are located at the link provided in Exhibit A. Please reference these Instructions to Bidders for general information. We ask that your bid be provided in the format provided in these Instructions to Bidders.

An optional walkthrough of the project site will be held on August 29, 2022 at 10am. Please note that no questions will be answered during the walkthrough. The walkthrough is for a general review of the existing building only. All questions should be submitted formally through the RFI process below. The walkthrough will be recorded, and prospective bidders may request to see a copy by emailing Mike Messina of bld architecture at mikem@bldnow.com with the subject line “GrowNYC1041 Walkthrough Materials”.

Please email all RFI’s with the subject line “GrowNYC1041 RFI” to Mike Messina of bld architecture at mikem@bldnow.com with a copy to Alex Afxentiou, the Owner’s Representative, at Alex@corsrvs.com. RFI’s are due no later than 4:00pm on September 12, 2022 with responses to be delivered by September 26, 2022.

We ask that you submit a sealed, hard copy of your bid marked “GrowNYC Bid Submission” to bld architecture’s offices at 31 West Main Street - Suite 205, Patchogue, NY 11772 in care of Mike Messina. The bid should contain qualifications, experience and detail any relevant team members. Please submit bids by October 17, 2022 at 4:00pm. Any bids received after this time will be disqualified. Bids will be opened at October 18, 2022 at 2:00pm.
