Description: SECTION 00021 INVITATION TO BID The Niagara Falls Water Board invites bids for Water Treatment Plant Vent Pipe Replacement in the City of Niagara Falls located at Buffalo Avenue, Niagara Falls, NY 14301. The Niagara Falls Water Board insurance requirements are to be followed for this project. Sealed bids labeled "BID ENCLOSED: “Water Treatment Plant Vent Piping Replacement" will be received by the Niagara Falls Water Board at the Water Plant located at 5815 Buffalo Avenue, Niagara Falls, New York 14304, until 2:00 p.m. local time on June 13, 2023, when bids will be publically opened and read aloud. Bids submitted by fax or email will not be accepted. A pre-bid conference will t be held for this project on June 5, 2023, 10:00 A.M.. Only written Requests for Information (RFI) will be accepted. RFI’s will be accepted until 4:00 p.m. (Local Time) on June 7, 2023, at the office of the Engineer to the attention of Jay Meyers P.E. via email: jmeyers@CPLteam.com . If necessary, an Addendum will be issued by 4:00 p.m. (Local Time) on June 7, 2023, from the office of the Engineer. Copies of the Contract Documents may be examined free of charge at the Niagara Falls Water Board or Office of the Engineer during posted business hours, starting May 22, 2023. If the documents are to be mailed, a check in the amount of $25.00, and made payable to CPL, shall also be provided. Alternatively, for shipment of Bidding Documents, Bidders can provide their UPS or FedEx shipping account number in lieu of the $25.00 check for mailing and handling. Each bid must be accompanied by a certified check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted. Bidders on this work will be required to comply with the President's Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. The successful bidder must be an equal opportunity employer, must meet all appropriate state and federal standards, and comply with all relevant governmental regulations. Statement of Non-Collusion : Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. New York State Finance Law: Bidders on the contract are required to execute a New York State Finance Law Section 139-Disclosure statement. Sales and Use of Tax Exemptions : The Niagara Falls Water Board is exempt from the payment of sales and compensation use taxes of the State of New York and of cities and counties, on all materials, equipment, and supplies sold to the Niagara Falls Water Board pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Niagara Falls Water Board pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid. All bids shall be binding for a period of sixty (60) days after the bid opening date.
