Description: NASSAU COUNTY DEPARTMENT OF PUBLIC WORKS REQUEST FOR PROPOSALS RFP No. PW-S35109-06C The Nassau County Department of Public Works intends to issue a Request for Proposals (RFP) for services regarding the following project: Design Services Long Beach WPCP Decommissioning The Department of Public Works is requesting proposals from qualified firms to provide Professional Design Services. These services may include but not be limited to planning, permitting, site assessment, design and cost estimating. The designer’s duties are defined in the “Scope of Services” section of the RFP. Sealed Proposals regarding this project are due at or before 3:00 PM Friday, June 16th, 2023 at the location indicated within the RFP. No late proposals will be accepted. To access these documents, click on the “Vendor Portal” link. Vendors doing business with Nassau County, including those responding to this solicitation, must register with the County. The Nassau County Bid Solicitation Boards are open to all registered vendors. Vendors that have not registered are able to view open solicitation opportunities, but they are not able to download solicitation documents or submit bids or proposals. The firm selected for this work will be required to provide proof of general and professional liability insurance in the minimum amounts of $2,000,000 and $1,000,000 per occurrence, respectively. The successful Proposer shall be required to comply with the requirements of Local Law No. 14-2002, “Participation by Minority Group Members and Women in Nassau County Contracts,” and 2-2016, “Participation of Service-Disabled Veterans in County Contracts.” All Proposers should review the provisions of Appendix EE (included as an attachment to the RFP) which outlines the requirements of Local Law No. 14-2002. In accordance with Title 53, Nassau County Local Law No.14-2002, all Vendors shall submit a MWBE Utilization Plan with their Technical Proposal. All phases of this project (engineering services and construction) are eligible for financing through the New York State Environmental Facilities Corporation (NYSEFC). Proposers should carefully review the “NY State Revolving Fund Bid Packet for Non-Construction Contracts and Service Providers” which is included as part of the RFP. Among other requirements, the successful Firm shall make documented “good faith efforts” to utilize Minority Business Enterprises (MBE) and/or Women’s Business Enterprises (WBE) in the performance of the work. The M/WBE goal for this project is a 20% good faith effort and the SDVOB goal is a 6% good faith effort. Additional requirements may be needed for compliance with other funding sources that the County is pursuing. All questions regarding this RFP shall be submitted by email and, if deemed necessary, will be clarified by addendum issued to all respondents. No questions will be answered verbally.
