MTA Long Island Rail Road (LIRR) is contemplating supplementing a portion of its current fleet of diesel locomotive hauled passenger coaches either through a lease or purchase agreement. The LIRR is interested in obtaining up to 8 Cars which are highly reliable, are in good working condition and have interoperability with LIRR’s Diesel locomotives as described herein.

Amenities such as heating, and air conditioning must be provided, and toilet service must be available on every other car in each consist. The coaches must be ADA accessible and detrain customers on a platform that is 50” above top of the rail. The coaches should have a well-maintained appearance. All equipment must meet the LIRR’s clearance requirements as defined on the attached drawing N-3804C and be FRA Compliant.

Accordingly, LIRR is soliciting interest from a potential proposer of these coaches who wish to participate in this preliminary phase of the solicitation process for either a lease or purchase agreement.

Qualified firms who express an interest in this request may be invited to participate in face-to- face meetings to discuss the project and may be requested to provide additional leasing information. It is intended that these discussions will assist LIRR in developing a complete requirements document that will become the basis for a future solicitation package for this project.

The LIRR does not intend to award a lease or purchase on the basis of this RFEI or to otherwise pay for the information solicited. Responses to this advertisement will be treated as information only and shall not be used as proposals. LIRR, in its sole discretion, reserves the right, without liability, to modify and/or withdraw this RFEI at any time without explanation, and/or to modify or waive any requirements contained in the RFEI.
