BPC Wellness Center Feasibility Study
Description:

The NYS Office of Mental Health (OMH) is seeking letters of interest from qualified vendors to conduct a feasibility study on behalf of the Bronx Psychiatric Center (“BPC”) for the creation and operation of a Healing, Wellness, and Belonging Mental Health center (“the Center”). The vision for the Center is to create a space for community inclusion, wellness and recovery, through sustainable partnerships with social entrepreneurs, wellness practitioners and community organizations.

The vision for this Center is uncharted territory for OMH and is seeking engagement with a vendor with significant experience in the design of public/private health and arts related collaborations. The vision for the Center includes:

  • Create a space that will represent a trusted entity embedded within a historically
    marginalized community;
  • Develop an ongoing relationship with the greater Bronx community;
  • Create community credibility as a trusted entity during times of crisis;
  • Use strength-based/asset model of hope, healing, and wellness, which is a different/new model than a standard medical model employed b behavioral health clinics; and
  • Create opportunities for patient integration into the community through person-centered wellness activities.

The intent of the feasibility study is to refine the concept for the Center, including further defining its operating parameters, and craft a strategy for its future development. The ultimate intent of the study is to develop a RFP for a managing entity to create a public/private partnership that is sustainable and fiscally viable, with strong OMH oversight.

Please see the attached SOI announcement for more details.

How to Apply:
Interested vendors must a summary document (no more than ten (10) pages), outlining the organization’s ability to meet the qualifications, experience, and proposed solution as listed under the “Minimum Expectations” section of this SOI. Letters of interest must be submitted to: William.gwynn@omh.ny.gov by May 31, 2023 at 3pm EST.

Please Note: This is NOT a Request for Proposal. Rather it is an invitation to furnish NYS with information regarding interest and capability to participate in this initiative. OMH will not make an award as a result of this advertisement, however, input from submitted responses may determine the need for any future competitive procurement.

This SOI is for interest in conducting the feasibility study ONLY. Any prospective partner involved in conducting the feasibility study will NOT be eligible for any “downstream” future engagements or RFP resulting from the study’s findings, such as the management and operation of the proposed/resulting Center. Those firms who may have interest or experience in serving as the managing entity for community center operations are cautioned from participating in the study.
