Description:

The Department of State Office for New Americans (ONA) seeks to solicit qualified interest in providing English to Speakers of Other Languages (ESOL) and skill-building lessons through mobile devices.

The program background/scope of work and requirements are briefly described below. Subcontracting of services will not be permitted.

BACKGROUND/SCOPE OF WORK

ONA was created in 2012 to welcome immigrants and to help them in achieving their American dream. Through its statewide network of community-based providers, ONA assists all new Americans in accessing and navigating a variety of free services and supports their inclusion as an integral part of New York State’s diverse cultural fabric.

ONA seeks qualified providers to offer ESOL lessons through mobile devices, including cell phones without smart phone capabilities or access to Wi-Fi. The program should be available 24 hours per day, 7 days per week, and offer voice and text services that can be accessed from home or on the go. Users should be able to tailor their learning to meet their own schedule and pace; lessons should be structured to allow learners to stop a lesson at any time and pick up where they left off the next time they access the platform. The program should have a live coach available to assist any student who might be struggling with a particular lesson or who is making the same mistakes repeatedly. In addition, the program should be able to generate progress reports for the ONA network and other partner organizations at any time, so that they can ensure their students are progressing.

The platform should offer a diversified selection of courses from which a learner can choose including basic English courses, workforce English, and citizenship preparation courses.

The platform should be accessible for speakers of the different languages spoken in New York State and engaging to those with low literacy levels.

MINIMUM QUALIFICATIONS of the ORGANIZATION:

  • Open to any for-profit or not-for-profit organization.
  • Organization should have at least two years offering the platform.

HOW to APPLY:

Please submit a letter of interest* electronically to dos.sm.procurement@dos.ny.gov. The letter of interest must include:

  • Organization Name and Address
  • A general description of the firm and its ability/willingness to provide services responsive to all the needs described above
  • Confirmation that all minimum qualifications outlined above are met
  • Key personnel of the company including name, title, experience and area of expertise
  • Maximum of 3 pages (font size 12, one-inch margins).

Submission letters must be received in the procurement email box ( dos.sm.procurement@dos.ny.gov by 11:59 pm Eastern Time on October 31, 2022.
