Nonresident Alien Tax Compliance Software
Description:

The City University of New York is soliciting proposals from experienced vendors with an existing off-the-shelf software solution (“Solution”) for managing nonresident alien tax compliance in higher education, as well as the ability to provide an online system to allow nonresident aliens to file their tax returns. CUNY currently ranks among the top schools nationwide for the number of nonresident aliens studying, working or performing other services at the University. The University makes various payments to nonresident aliens, such as wages, scholarships, and honoraria.

Based on prior usage, CUNY anticipates that approximately 1000 nonresident aliens will utilize the Solution required under this solicitation.

In order to meet the requirements to manage its non-resident alien reporting requirements, the University shall require the vendor to: (a) furnish a Solution that complies with the requirements stated herein; (b) provide online, phone, and email /assistance for technical and tax questions available to CUNY administrators and nonresident aliens associated with CUNY; and (c) provide training on the Solution, if requested by CUNY.

The Procurement Lobbying Act (PLA) Applies to this Solicitation.

Compliance Procurement Lobbying Act
Required Forms: Vendor shall complete, sign and submit the following forms if they are selected.
1. “Offerer’s Affirmation of Understanding of and Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)”
2. “Offerer’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k”.


Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of the Executive Director of Strategic Sourcing and Chief Procurement Officer (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification.

Contact with CUNY:
Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law
and could result in disqualification of that vendor.
