Sealed bids must be hand delivered, or delivered by first class mail, USPS Express or Priority Mail, or overnight delivery service (e.g., FedEx, UPS) to the New York State Thruway Authority Headquarters Building, at the following address only : New York State Thruway Authority, 200 Southern Boulevard Albany, NY 12209.

Sealed bids should not be sent or delivered to any other address or location, and the Authority is not responsible for any late deliveries or misdirected bids.

Regardless of the delivery method selected, all sealed bids, whether paper or electronic form, must be delivered by 10:30 A.M., on Wednesday, April 5, 2023, where they will be opened publicly and read aloud at 11:00 A.M. Any bids sent or delivered to an address or location other than the one specified above, or received after this time, will not be accepted.

Contract TAA 23-13B / D214916 Preservation of the Mainline I-87 Bridges over Kaaterskill Creek and Catskill Creek, at Milepost 111.13, and Milepost 113.22, respectively, in Greene County in accordance with the Plans and Specifications.

The contract documents for this project contain sensitive and/or confidential information that may only be used for the sole purpose of preparing a bid for this project. Prospective contract document holders and bidders will be required to sign a confidentiality agreement with the Authority before they can review the contract documents. A company or individual that does not sign a confidentiality agreement will not be allowed to review the contract documents and therefore cannot submit a bid. If a prospective contract document holder/bidder is not a sole proprietorship or individual, the confidentiality agreement must be executed by a representative of the company that is authorized to bind the company contractually. Contract documents will be made available on March 7, 2023 for Contractor’s use once the confidentiality agreement has been executed. Your bid must be secured with either a Bid Bond or a Bid Deposit. A Bid Bond must be in the amount of 5% of the total bid and must be on the Authority’s Bid Bond Form (TA-44117) which is included in the Proposal. A Bid Deposit must be a certified check or cashier’s check made payable to the New York State Thruway Authority in the amount of $375,000.00.

SPECIAL NOTE

The New York State Thruway Authority has discontinued the practice of reproducing and furnishing full-size and half-size plans to Contractors after contract award. Contractors shall be responsible for their own hard copies of plans and proposals at no additional cost to the Authority.

The Thruway Authority continues to have public bid openings, however, there are measures in place to protect the safety and health of employees and visitors alike. Visitors who choose to hand deliver a bid and/or witness the bid opening are limited to one person. Visitors must wear a face mask when entering any Authority building and will have to complete a Wellness Survey the day of the bid opening. The Wellness Survey will be available in the lobby of the Thruway Authority Headquarters building. Please fill out this survey and provide it to the guard at the front desk. If any of the questions are answered “Yes”, the visitor will not be allowed entry.
