Description: Nassau County, New York (the “County”) is currently seeking proposals for the provision of administrative services of its Rental Supplement Program (RSP or Program). This Program will be administered by a non-profit vendor in coordination with the Nassau County Department of Social Services (DSS or Department), the Long Island Coalition for the Homeless (LICH) and Continuum of Care (CoC). The purpose of the RFP is to provide Nassau County with proposals and recommendations from such qualified vendors to provide such services.
Using a permanent supportive housing model, the Nassau County Department of Social Services has developed a Rental Supplement Program to address and mitigate long term motel stays for identified chronically homeless individuals and couples without children (who may or may not be undocumented) and for undocumented families utilizing wraparound case management services.
Many of the homeless currently residing in motels have viewed these accommodations as their residence of preference due to the longevity of stay. These motels are considered long term stay motels with an efficiency kitchen in an efficiency room: 1 room with a sleeping/sitting/dining/kitchen area, or for an undocumented family of one or two adults with children under the age of 18, one bedroom with an efficiency kitchen. This Program will allow the selected vendor to work jointly with hotel owners, homeless long term stay individuals/couples including undocumented individuals and undocumented families to develop independent living and tenancy skills, while also incorporating community-based health care, substance abuse/mental health treatment (if necessary), employment and life skills.
Nassau County has been allocated certain New York State (NYS) funding to develop the Program that will meet the needs of their underserved populations while working within the framework of certain minimum eligibility requirements established by the NYS governing statutes. Of this funding, a 15% spending limitation is allowable for the administrative costs.
