Description: The State University Construction Fund is seeking Statements of Qualifications from consultants to provide design and construction services for the project. The main distribution electric backbone system for Binghamton University’s Campus is provided by high voltage electric feeders from NYSEG with two 34.5 kV supply feeders. The main campus electric substation located behind the Central Heating Plant transforms power down to 4,800 volts for the oldest feeder circuits, and to 12,470 volts for the newer feeders. In 2005 an Electric Distribution Master Plan Study was completed which assessed conditions and recommended a plan to replace the main electric backbone system and substation with uniform 12.47 kV distribution feeders. Portions of the electric distribution system from the substation have been replaced through a series of recent projects. The Project includes replacing old feeders with new feeders running parallel to each other in a common duct bank, into a separate parallel manhole configuration to isolate backup feeders within the manholes. The areas of work are spread out across the main campus. This project replaces the remainder of old feeder pairs and removes the old substation. The new dual manhole system requires large manholes of sufficient size to rack 4 sets of feeders and provide space for a workman to work within a live manhole, also allowing feeders to be energized and de-energized safely in the field. The old substation shall be removed once all new feeders are connected to the new substation. The construction value is estimated at $35,000,000.
