Hunger Prevention and Nutrition Assistance Program
Description:

The New York State Department of Health (NYSDOH), Division of Nutrition, Bureau of Nutrition Risk Reduction, Hunger Prevention and Nutrition Assistance Program (HPNAP) announces the availability of funding to provide emergency food and nutrition support services to food insecure populations in New York State. It is anticipated that $36.6 million of NYS Supplemental Nutrition Assistance Program (SNAP-HPNAP) and federal Supplemental Nutrition Assistance Program Education (SNAP-Ed) funding will be available annually for HPNAP local assistance contracts for the period July 1, 2023 - June 30, 2028. Under this Request for Applications (RFA # 20170), the NYSDOH seeks to fund five components:
Component A- Food Bank Projects,
Component B - Food Pantry and/or Soup Kitchen Projects,
Component C - Special Nutrition Initiatives,
Component D - Food Recovery Projects,
Component E - Resource/Grant Distribution Projects.

The NYSDOH is using the Feeding America NYS food bank regions defined as: Albany, Buffalo, Elmira, Long Island, New York City, Rochester, Syracuse, and Westchester.

The Department anticipates awarding up to 50 contracts for a five-year period with an expected term of July 1, 2023 through June 30, 2028.

Applicants must meet the following minimum eligibility requirements for Components A, B, C, D and E:

• Not-for-profit organization (e.g., tax exempt under section 501(c)(3) of the US Internal Revenue Code)
• Minimum request for funding must be $100,000
• Minimum of 12 months experience within the last 3 years providing services described in this RFA
• Prequalified in the Grants Gateway
• Additional minimum eligibility requirements for Component A -Food Bank:·
• Designated member of the Feeding America network of food banks
located in New York State.

Applicants are strongly encouraged to complete and submit a letter of
interest by October 3, 2022. All substantive questions must be submitted via email to hpnap@health.ny.gov.Please ensure that the RFA number is
noted in the subject line. Questions must be received by October 20, 2022. Applications must be submitted online via the Grants Gateway by November 17, 2022 at 4:00pm EST.
