Description:

The School of Professional Studies is seeking to completely rebuild sps.cuny.edu on the latest, stable release of the Drupal CMS, focused on simple usability and navigation principles, along with branding consistency, digital campaigns user journey integration, and content strategy support to help CUNY SPS increase enrollment. CUNY seeks a website developer that possesses experience in the higher education industry, with demonstrated technical and digital strategy expertise to research, design, and build a robust design while meeting current web usability and accessibility standards. A separate support and maintenance contract will be required and ongoing and developed as the project unfolds. The final product will be launched on the Amazon Web Services cloud-based hosting platform, or a comparable web hosting provider subject to prior review and approval by CUNY and the ideal partner will have worked with AWS or similar service providers in the past.

Pursuant to its discretionary authority under the New York State Education Law and State Finance Law, this procurement opportunity is limited to businesses certified pursuant to Articles 15-A (MWBE) and/or 17-B (SDVOB) of the New York State Executive Law. As such, CUNY has not established subcontracting goals for this procurement. NYS-certified MWBEs and SDVOBs are strongly encouraged to respond back to this solicitation.

Per Part 1 of the RFP, a Pre-Proposal Conference has been scheduled for Monday, December 12, 2022 at 2:30 PM EST. The Pre-Proposal Conference will be conducted via Zoom. Compliance Procurement Lobbying Act
Required Forms: Vendor shall complete, sign and submit the following forms if they are selected.
1. “Offerer’s Affirmation of Understanding of and Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)”
2. “Offerer’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k”.


Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of the Executive Director of Strategic Sourcing and Chief Procurement Officer (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification.

Contact with CUNY:
Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law
and could result in disqualification of that vendor.
