Description: The Department is in the process of procuring multiple long-term Investigation & Remediation service contracts. Investigation & Remediation services for the purpose of this procurement are defined as any action taken to address a situation which requires prompt action to ensure that a release or potential release of contaminants (i.e., petroleum, hazardous waste) does not threated the immediate public health or the environment. These actions may involve investigating, controlling and removing any released contaminants to minimize and remove the potential for significant damage to public health and the environment, and to supplement the services provided by the standby engineering consultants. These actions must be consistent with DER’s Technical Guidance for Site Investigations and Remediation (DER-10) and DER’s Spill Guidance Manual, as applicable. These services generally involve but are not limited to the following work elements: investigation, remedial systems, analytical quality assurance/quality control activities, site response activities/interim remedial measures, site management, off-site transportation and disposal, excavation, whole house water treatment systems, and active soil depressurization systems. Contractors shall also provide services related to environmental program requirements such as collection of samples, removal of contaminated soil, site restoration, and confirmation sampling. There will be multiple contracts awarded for each Geographic Zone identified in the procurement documents. Each Contract will be for a term of five (5) years with two optional one-year extensions. These will be standby contracts with no minimum guarantee of work. Bids for the Standby Investigation & Remediation Services Contracts for the Division of Environmental Remediation must be received by the New York State Department of Environmental Conservation, Division of Management and Budget Services, 625 Broadway, 10 th Floor, Albany, New York, 12233-5027, Attn: Justin Lennox by 11:00 AM (EDT) on Wednesday May 31, 2023. These submittals will be publicly opened and acknowledged at the above time and date. Telegraphic or other electronically transferred bids will not be accepted. Pursuant to the State Finance Law Sections 139-j and 139-k, this procurement includes and imposes certain restrictions on communications between a Governmental Entity and a Bidder during the procurement process. To submit a Bid, the Bidder must be represented at the Mandatory Pre-Bid Meeting to be held at the Department’s Central Office, 625 Broadway, Room PA129, Albany, NY on May 3, 2023 at 1:00 PM (EDT). Firms are advised to contact the Designated Representatives listed on the IFB to provide the names of a maximum of two (2) persons that will be attending the meeting for each represented firm. At the Department’s discretion the meeting may be offered virtually, via the internet-based WebEx platform, as well as in-person. The Bidders should indicate their preference regarding virtual or in-person attendance when registering for the meeting.
