The Development Authority of the North Country (Authority) is issuing this Invitation For Bids (IFB) for the furnishing of all construction, products, commodities, labor, equipment and material necessary for the Army Sewer Line (ASL) Pipeline Rehabilitation Project. The Authority is undertaking the Cured-In-Place-Pipe (CIPP) lining of 17,000 linear feet of 36” Pre-Stressed Concrete Cylinder Pipe (PCCP) gravity sewer from the Warneck Pumping Station (WPS) located at 23557 NYS Route 37 Watertown, and the Kanik Nature Trail Head Entrance in Calcium. The work includes Alternate work items for Manhole Rehabilitation and Closed Captioned Televising for other portions of the ASL.

Attendance at this meeting is optional.

June 12, 2023 by 4:00 PM: Question Period Closes

No questions will be accepted after this date. Answers to questions will be provided as soon as possible, but no later than 3 days prior to the bid due date... Answers will be provided to all prospective bidders who have downloaded the bid package for this project from the Authority’s website. An email notification will be sent that informs bidders that new information has been posted to the Authority’s website and is available for review and download.

June 19, 2023 at 11:00 AM: Sealed Bids Due

Sealed Bids will be accepted at WPS – 23557 NYS Route 37, Watertown, 13601 until June 19, 2023 at 11:00 AM at which time they will be publicly opened and read.

Primary Point of Contact: Pursuant to the Procurement Lobbying Law, the Authority has designated one person who may be contacted by Bidders regarding this procurement and shall require disclosure from Bidders of persons or organizations designated, retained or employed to attempt to influence the procurement process using the “Certification Pursuant Procurement Lobbying Law” form (See Appendix B). Complete details on the scope of this Construction Project (labor, equipment, materials, supplies, products, items, parts, construction items, Work) requested and other requirements can be downloaded from the Development Authority’s website at www.danc.org/bids by clicking on the bid name and logging in to the Authority’s Customer Portal.

The attention of the Bidders is particularly called to the requirements as to the conditions of employment applicable to Bidder to be observed and minimum wage rates to be paid its employees under the Contract.

The Development Authority reserves the right to reject any or all Bids received or to award partial Bids to more than one Bidder.
