Description: ADVERTISEMENT THE PORT AUTHORITY OF NEW YORK AND NEW JERSEY

Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the bids will then be publicly opened and read in the Bid Room.

Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set. If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance. The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available. Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted. Contract JFK-944.805 – John F. Kennedy International Airport – Replacement of Switch House 1 Emergency Generator. Estimate Range: $1M - $5M. Bids Due: Thursday, September 12, 2019. The work under this contract consists generally of furnishing and installing an emergency generator adjacent to Switch House 1, including removal and disposal of the existing emergency generator, underground fuel storage tank, interconnecting fuel piping and appurtenances; furnishing and installing above ground fuel storage tank, electrical load bank and switchgear, constructing an elevated platform and related work at Switch House 1 by the airside ramp of Terminal 5 and the vicinity thereof at John F. This Contract contains Prerequisites:

A. Each bidder shall submit with his Bid one (1) hard copy and one (1) electronic copy of the information requested in B. below. This information shall be presented in an organized fashion in 8-1/2 inch by 11-inch bound volumes and shall be reproducible. The information shall be categorized and sub-categorized in exact accordance with the following paragraphs. The bound volumes shall include tabs for quick reference to the various sections described below. B. The bidder must demonstrate to the satisfaction of the Authority that it, or the entity performing the applicable work, meets the minimum requirements state in B.1 and B.2 below to the satisfaction of the chief Engineer. If the bidder cannot demonstrate that it, or the entity performing the applicable work, meets all of the below mentioned qualifications, then the bidder may, with others, satisfy the requirements by forming a joint venture and demonstrate that the joint venture itself, or any of its participants individually, meet the requirements. 1.) A minimum of ten (10) years of continuous experience in General Contracting, specifically in aeronautical construction project in an Air Operations Area (AOA) which include the performance of various electrical infrastructure work. 2.) That the entity performing the electrical work has the following qualifications: a. A minimum of five (5) years working on contracts comparable in type (aeronautical 5kV electrical work) and complexity (working in runways, taxiways and ramps in a staged manner) to the Work of this Contract. b. Completed or substantially completed at least two (2) contracts comparable in type and complexity to the Work of this Contract. c. The entity's full-time Project Manager shall have a minimum of five (5) years construction experience on contracts comparable in complexity (working in multiple runways, ramps, and taxiways in a staged manner). d. The entity's full-time Superintendent shall have a minimum of five (5) years construction experience on contracts comparable in type (aeronautical 5kV electrical work) and complexity (working in multiple runways, ramps and taxiways in a staged manner).

A Bid submitted by a bidder who does not meet the Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
