NYS OPRHP is seeking to solicit quotes for the Replacement of the existing concrete flagpole base and purchase/erection of new flagpole system. New flagpole will be in the same exact spot as the existing flagpole at the beach Concession area. Southwick Beach State Park is located at 8119 Southwick’s Place, Henderson, NY 13650, Town of Ellisburg, Jefferson County, New York.

Contractor will provide all equipment, labor, and materials to be responsible for the replacement of the existing concrete flagpole base and erection of new ground set flagpole system.

Contractor will be responsible for restoration(topsoil, seed, and mulch).

Contractor will need to coordinate with the established Electrical Contractor in order for him to complete the in-ground flagpole lighting.

Basis of design:

-Attached Flagpole Specification – Section 107500(103500) - from Concord American Flagpole Company OR EQUAL

-Attached Cast-In-Place-Concrete specifications

-Attached Design/Build Sheet from Concord American Flagpoles

-Information listed below

1. Demolish and remove from State Property the existing concrete flagpole base. The base is cube shaped, 6 foot by 6 foot by 7 foot deep. The only reinforcement in the concrete is a vertical hoop style cage.
2. Install new concrete flagpole base in the same exact spot. Concrete base shall be designed and stamped by a NYS licensed Professional Engineer. Provide the cost for this item in item 2 on the RFQ form.
3. Flagpole base shall be designed for a 12 foot by 18 foot single polyester 2-ply flag, Concord Flag Number FLG-1218P or approved equal, flying from a Concord American Flagpole, flagpole based on the following:

Xtreme Series – 60 Foot Concord American Flagpole Model XIRW60H23-SAT from Concord American Flagpoles or approved equal.

Xtreme Internal Reinforced with winch – wire halyard

natural satin finish

mounting height – 60 feet

butt diameter – 12 inch

wall thickness - .375 inch

top diameter – 4 inch

overall length – 66 feet

maximum wind speed with no flag – 228 mph

maximum wind speed with single polyester flag – 171 mph

1. Provide two 12 foot by 18 foot polyester 2-ply flag, Concord Flag Number FLG-1218P or approved equal.
2. Contractor shall hire a materials testing firm for field quality control tests as per attached specification section 03 30 00, 3.11 – “Field Quality Control”.

The work under this RFQ has been determined to be a public work pursuant to Article 8 (Construction) / 9 (Building Services in excess of $1,500) of the New York Labor Law which requires prevailing wages to be paid. The PRC # for this RFQ is: 2023003301.

The desired completion date for this project is 60 Days after PO has been approved by the

NYS Comptroller’s Office. Extension may be granted if materials delay, documentation is provided.
