REQUEST FOR QUALIFICATIONS AND PROPOSAL FOR POST FLOOD INSPECTION AND DAMAGE DETERMINATION AT WASTE WATER TREATMENT SYSTEM.

The Town of Woodhull NY, located in Steuben County NY, is seeking Requests for Qualifications related to flood damage determinations related to the August 18, 2021 Flood Event. This flood event received a Federal Disaster Declaration (#4625). The Town is seeking third party engineering assistance to substantiate damages to a Waste Water Treatment Plant and Collection System. This plant was newly constructed and less than two years old at the time of the August 18 flood event. Experience in Construction Management, Federal WWTP Grant administration, and familiarity with the FEMA Public Assistance Program is minimum requirement. Respondents are to limit their submittals to a total of six (6) pages. This facility received primary funding thru HUD CDGB and NYS DEC grants.

Experience / qualifications required may also include some or all the following skills:

  • Onsite inspections with individual component flood damage analysis
  • Review of previously submitted schedules of values, closeout documentation, as-builts, and Construction field observation notes to better understand functioning and pre-flood conditions at facility
  • Ability to work under tight time constraints (Inspection must commence during month of January)
  • Ability to provide interim status reports to Town and / its consultants in response to FEMA documentation requests
  • Ability to discern causal impacts of floodwater to WWTP.
  • Ability immediately strategize and prioritize next steps related to any additional services

Response to RFQ is due on January 10, 2023. Town will enter into contractual negotiations immediately after January 11, 2023, with the firm that it chooses to be best qualified to serve its needs.

The firm chosen to represent the Town will be required to incorporate the FEMA Mandated Contract Clauses (Addendum 1) that are specified below into its contract:
