Tupper Lake Flanders Park – Boat Dock
Description:

Sealed bids will be received by the Village of Tupper Lake at Office of the Village Clerk at 53 Park Street, PO Box 1290, Tupper Lake, NY 12986 until 2:00pm, April 6, 2023, at which time they will be publicly opened and read aloud.

The proposed project is located at Flanders Park in the Village of Tupper Lake along the waterfront between Mill Street and Cliff Avenue.

The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to completion of the work shown on the plans and described in these specifications including, but not necessarily limited to, the following:

Description of Work:

- Design of hot dipped, galvanized steel truss floating dock system:

- Meeting or exceeding the design criteria provided in these Bid Documents

- Suitable for annual installation and removal using a large frontend loader.

- Fabrication specifications, shop drawings and calculations sealed by NYS registered PE

- Fabrication of hot dipped, galvanized steel dock system

- Erosion Control
- Installation of anchor points in lakebed

- Installation of hot dipped, galvanized steel dock system

- Installation of dock appurtenances

Bidding documents will be available to download at https://www.revplans.com/ and / or https://revplans.biddyhq.com/ . Hard copies of full and partial plan sets will not be distributed. Drawings and specifications may be examined at the Village of Tupper Lake Village Offices at 53 Park Street, Tupper Lake, NY 12986. An engineer’s estimate is not available for this project.

Potential bidders that obtain Bidding Documents from a source other than the issuing office must notify the issuing office in order to be placed on the official plan holders list. Project sponsor information issued during the bidding process will be provided via e-mail to the plan holders. Bids received from contractors other than those on the official plan holder’s list, will not be accepted.

Bids are to be submitted on the Project Manual Bid Forms and enclosed in a sealed envelope with the following clearly marked on the front of the envelope:

  • Bidders Name and Address
  • “Village of Tupper Lake – Flanders Park Boat Dock – Bid Submission”
  • Date and Time of Bid Opening

Bid proposals may be hand delivered, mailed, or express mailed to the following address prior to 2:00 pm local time on the day of the bid opening.

Bids received after 2:00pm local time on the bid due date are rejected for submission.

This is a Stipulated Sum Amount bid. No bidder may withdraw their bid within forty-five (45) calendar days after the actual date of the bid opening thereof. Each bid is to be accompanied by a bid security in the amount of 5 percent of the base bid amount in accordance with the Instruction to Bidders.

The successful bidder is required to furnish construction performance and payment bonds in the full amount of the contract amount.

“All bidders are subject to the terms of the NYS Master Contract for Grants -- Standard Terms and Conditions, which can be found online at http://grantsreform.ny.gov\.

The project is funded with a grant provided by the NYS Department of State under Title 11 of the

Environmental Protection Fund with 15% Minority and 15% Woman Owned Business Enterprise goals.

Bidders shall put forth a Good Faith Effort in the utilization of MWBE Enterprises to undertake this

project.

Owner reserves the right to reject any and all Bids, to waive any and all informalities, and the right to disregard all nonconforming, non-responsive or Conditional Bids.
