Description:

Prior to a formal solicitation to procure, the Long Island Rail Road Company (LIRR) is soliciting a Request For Information from qualified contractors in providing information to the LIRR to determine if there are innovative industry practices/methods/recommendations that will meet or exceed LIRR SOW: “RFI Jamaica Trailers Replacement” as currently written, and attached herein. This solicitation also seeks information from qualified contractors to demonstrate to the LIRR how we may be able to utilize an industry standard practice to efficiently complete the described work while also reducing our costs, without compromising safety and reliability. Along with the Request For Information, the LIRR is interested in recommendations for alternate approaches, or revisions to the specification to bring the specification to current modern industry standards, while still providing the desired function with benefits of safety, cost savings, reliability on materials, installation time, and equipment compatibility.

Your response to the RFI will not be evaluated or ranked but will be used by the LIRR to possibly refine and improve the final specification and design.

LIRR is interested in identifying potential manufacturers and suppliers to improve its procurement process. Therefore, even if you are not interested in submitting a letter, but are interested in future business opportunities with LIRR, please submit the reasons why your firm is not interested, or the reasons why you feel your firm would not be able to competitively propose for such a project.

This solicitation is for gathering information only and will not be used as the basis for the award of any contract. The LIRR will not pay for the costs of responding to this solicitation, makes no promise or guarantee that any responder will be awarded a contract in the future, and reserves the right not to issue a contract for the interest described herein. Technical suggestions will be used as information only and shall not be used as a proposal. Interested parties understand that they will not be entitled to any compensation for information or ideas which are included in the Information Letter submitted in response to the RFI, including if LIRR incorporates such information or ideas in its design. The fact that information or ideas of any responder are included in the design should not be construed as providing any responder with an unfair competitive advantage and will not entitle a responder to any greater consideration of any future solicitation process. LIRR, in its sole discretion, reserves the right, without liability, to modify and/or withdraw this RFI at any time without explanation, and/or to modify or waive any requirements contained in the RFI, and/or to determine not to proceed with a contract award based on this RFI. Submission of a response to this RFI in no way guarantees the award of a contract in any subsequent actual Invitation for Bids/Request for Proposals.

CONFIDENTIALITY:

In the event that an Information Letter contains data that the respondent does not want to be disclosed, the respondent should specifically indicate which information is designated as proprietary, including but not limited to trade secrets. Such information will be treated as confidential, subject to court order, subpoena, governmental entity investigation, audit or any applicable laws and regulations including, but not limited to, the New York State Freedom of Information Law. LIRR reserves the right to use suggestions and ideas contained in any Letter without obligation to the respondent.

SITE VISITS:

A site tour is scheduled for November 3rd, 2022 at 10 AM. Contractors are strongly encouraged to attend the site tour in order to be afforded the opportunity to view the current condition of the site, to be able to properly form a response to the RFI. INFORMATION SUBMITTAL:

LIRR invites respondents to provide as their Expression of Interest Letter, at a minimum, information in the following areas:

Brief introduction of your company and description of the services provided by your company

Interest and experience performing this type of work

In the event the vendor makes recommendations detail the negative, and positive impacts of said modifications.

Typical duration to complete work as described.

Any additional information or alternative options that the respondent believes would best accomplish the goals set forth.

SUBMISSION PACKAGE

Interested Firms should submit their Response in a sealed envelope referencing RFI# 10.17.22 -JAMAICA TRAILERS REPLACEMENT. The package should include all information contained requested above and, in the SOW, or as much as possible, and addressed to the following recipient: Long Island Rail Road - Procurement & Logistics Department, JCC Building: 144-41 94th Avenue, 3rd Floor, Jamaica, NY 11435. Attn: Steven Mathew, Contract Specialist or emailed to : smathew@lirr.org

All request for information, questions and clarifications must be sent via e-mail to smathew@lirr.org. Faxed submissions are not acceptable.

The No Interest Response Form – Attachment II, should be completed and returned, indicating all reasons for not responding to this RFI.

The Long Island Rail Road may consider any submission not prepared in accordance with provisions therein and reserves the right to waive any and all irregularities or to reject any and all submissions.
