The New York State Office of the State Comptroller (“OSC”) intends to procure a Drupal Analyst/Tester for staff augmentation (“Consultant”). The Consultant shall aid with OSC’s Acquia/Drupal Content Management System (“CMS”), which is currently in production, including system testing, deploying code from development to production, researching best practices, new modules and coding standards, and conducting monitoring and maintenance. This procurement opportunity is limited to businesses certified pursuant to Article 15-A of the New York State Executive Law, and businesses certified pursuant to Article 17-B of the New York State Executive Law.
STATEMENT OF WORK
The Consultant shall:
· Provide requirements analysis and design definition;
· Create and execute test plans and test scenarios;
· Provide requirements life cycle management;
· Collaborate with team members and stakeholders;
· Provide on-the-job knowledge transfer and training to other team members;
· Assist other team members in testing new features and functionality; and
· Troubleshoot and debug technical issues.
MINIMUM QUALIFICATIONS
A candidate
must
meet the following minimum qualifications in order to be considered for this position:
M1. Three years’ experience performing business analysis;
M2. One year of experience testing a Drupal CMS; and
M3. One year of experience building a Drupal CMS, including the creation and configuration of content types, taxonomies, views, and themes.
PREFERRED QUALIFICATION
OSC will give preference to candidates with the following qualifications:
P1. Any experience beyond what is required to meet Minimum Qualifications #M1-M3 for this position.
ADDITIONAL INFORMATION
The Consultant shall:
· Work a 40-hour workweek during regular OSC business hours, between 8:00 a.m. and 5:00 p.m. ET Monday through Friday, excluding State holidays. While unlikely, Consultant may occasionally be required to work more than the regular 40-hour work week and/or outside regular business hours to support the completion of critical project objectives.
· Work remotely during the term of the contract. However, the Consultant must also be able to work on site at 110 State Street in Albany, NY periodically, as directed by OSC.
· Report directly to the OSC project lead or the project lead’s designee.
OSC will provide all necessary IT equipment.

The CSS is a one-page document on which the vendor will provide the candidate’s name and hourly rate along with the contact information for the vendor.

The CSS and resume must be received by OSC no later than the deadline contained in this advertisement.
The resume should clearly demonstrate that the candidate submitted meets all minimum qualifications. The proposed hourly rate must be inclusive of all labor, licenses, insurance, administration, overhead, travel, and any other applicable expenses required to meet the applicable project requirements.
During the qualification process, candidates may be interviewed via video conference or on site in person at OSC’s office at 110 State Street, Albany, NY. Telephone interviews will not be permitted. If interviewed via video conference, the selected candidate will be subject to an on-site interview and other reviews to verify identity and qualifications.
The proposer must be willing to enter into an agreement substantially in accord with the terms of the Draft Contract posted to the OSC website should the proposer be selected for contract award.
