Description: The New York State Justice Center for the Protection of People with Special Needs (Justice Center), pursuant to its discretionary authority under State Finance Law Section 163(6), which authorizes purchases without a formal competitive process in certain circumstances, including purchases from New York State Small Businesses Enterprises (SBE), Service-Disabled Veteran-Owned Businesses (SDVOB), and Minority and Women-Owned Business Enterprises (MWBE) certified pursuant to Article 15-A of the New York State Executive Law, is seeking the services of a contractor to partner with the Justice Center and provide training/advisory services related to data governance/usage/management. The Justice Center intends to award one contract to the successful bidder on a time and materials basis. This procurement opportunity is limited to New York State small businesses as defined in State Finance Law § 160(8), businesses certified pursuant to Article 15-A of the New York State Executive Law, and businesses certified pursuant to Article 3 of Veterans' Service Law. Proposers should submit proof of New York MWBE or SDVOB certification with their response. Proposers who are self certified New York SBE should submit the criteria met which supports such self certification with their response. Interested firms should submit a no more than two-page written summary document by 10:00AM ET Friday May 26 to jc.sm.contracts@justicecenter.ny.gov outlining their unique skills and past successful engagements with NYS agencies, specifically in the areas of data governance/usage/management, and include proposed personnel with titles. Given the complex and disparate nature of data sources and systems present in NYS agencies, in addition to the role NYS ITS plays as central service provider with varying degrees of control/responsibilities across the enterprise, preference will be given to firms with demonstrable knowledge of NYS-specific policies/practices and past successful engagements with NYS agencies. Contract activities are estimated to begin July 1, 2023. While it's possible the work can be performed in-person or virtually, the Contractor is expected to have a strong on-site presence at Justice Center’s Delmar, NY office. The proposed hourly rate for the title listed below must be blended (applicable to all assigned staff) and all-inclusive (travel & other expenses):
Proposed personnel should have NYS-specific experience detailed above. Resumes for proposed staff must be included and do not count toward the two-page limit detailed above. Justice Center reserves the right to conduct interviews with bidders to facilitate final award determination.
