CUNY Online Instructional Design and Course Development
Description:

The City University of New York (“CUNY” or the “University”) seeks a consultant (the “Contractor”) to provide the range of services detailed in the Scope of Work to CUNY or any of the CUNY Constituent Colleges (collectively, for purposes herein, “CUNY”), on an as-needed basis, to enable rapid development of online academic programs to quickly and substantially expand CUNY’s online education portfolio referred herein collectively as “CUNY Online”. CUNY will use the contractor services to provide increased capacity for program development while simultaneously building its capacity to perform these services in-house.

This Scope of Work describes the set of services that CUNY will need during the Term. The service descriptions included herein provides an overview of the Services that CUNY may ask the Contactor to perform for any Program. CUNY will indicate the specific Service(s) in the Purchase Order that CUNY issues for that specific Program. CUNY does not guarantee any specific Services for any of the Programs.

The Procurement Lobbying Act (PLA) Applies to this Solicitation.

Compliance Procurement Lobbying Act
Required Forms: Vendor shall complete, sign and submit the following forms if they are selected.
1. “Offerer’s Affirmation of Understanding of and Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)”
2. “Offerer’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k”.


Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of the Executive Director of Strategic Sourcing and Chief Procurement Officer (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification.

Contact with CUNY:
Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law
and could result in disqualification of that vendor.
