Description:

The Niagara Frontier Transportation Authority (NFTA) owner and operator of the NFTA-Metro, invites interested Consultants to submit a technical proposal that have the requisite, demonstrable competence and experience in architectural and engineering services for the design, construction monitoring, and design support services during construction for the planned station’s partial renovation entitled “LRRT – DL&W Station 2nd Floor Core and Shell Renovation”. Qualified firms both singly or in teams must have the requisite, demonstrated competence and experience in and a thorough knowledge of the required architectural and engineering services required for the Project.

Qualified firms must demonstrate service competency expertise in concept development, planning, project design, pedestrian bridge design, agency coordination, NYS Building Code Compliance, hazardous materials abatement, procurement, construction administration, design support during construction, construction monitoring, and commissioning The project work requires full architectural and engineering services including civil site plan development.

This project shall produce the designs for the shell and core renovation of the 2nd floor of the DL&W Station for future tenant fit out. Outdoors deck work will include the design for public access, permanent restrooms, deck restoration, power distribution and lighting. Shell work will include a new roof, windows, and the restoration of the floor and exterior walls. Core work will include providing capacity of the fire suppression, fire alarm, electrical, lighting, sanitary, natural gas, and water systems necessary to support the proposed development. New work will include the installation of a freight/truck elevator and an elevated pedestrian walkway to the HSBC arena.

The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposals will be accepted via online (electronic) submission only. Paper proposals will not be accepted.

Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:

31LS2248_company name_##_of_##.pdf

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

31LS2248_XYZ Consultants_01_of_02.pdf

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

The Consultant shall perform not less than 50% of the work with its own forces.

The time of completion for the project is 228 calendar days after receipt of the Notice to Proceed.

The established MBE, WBE and SDVOB goals are 7.0%, 7.0%, and 6.0% respectively.

A Pre-Proposal Conference is scheduled for 09:30 a.m. on January 25, 2023 at the Metropolitan Transportation Center, First Floor Conference Room, 181 Ellicott Street Buffalo, New York 14203.
