Description of goods to services to be bid:

The New York State Energy Research and Development Authority (NYSERDA) seeks to establish a pool of qualified third-party support providers that have expertise in energy code plan review and inspection. This RFQL is a component of NYSERDA’s ongoing efforts to enhance technical capacities in building and energy codes within Authorities Having Jurisdictions (AHJs) in New York State (NYS). (Please note that this is zero-dollar funding RFQL which will not provide any direct compensation for qualified third party support providers)
AHJs are responsible for reviewing building design and construction for compliance with the 2020 Energy Conservation Construction Code of New York State (ECCCNYS 2020), or locally adopted energy provisions such as NYStretch Energy Code 2020 (NYStretch 2020), a supplement to the ECCCNYS 2020. Sections [NY] R105, [NY] R106, [NY] C105 and [NY] C106 authorize AHJs to use qualified third-party providers to review plans and inspect for compliance with the ECCCNYS 2020 and other pertinent laws or ordinances in relevant commercial and residential buildings. The goal of this RFQL is to establish a pool of competent, qualified third-party support providers that can assist AHJs with residential and commercial plan reviews and inspections.
Working with industry experts, NYSERDA has developed a series of specific qualifications based on the following criteria: a) Required Certification and b) Valid Work Experience for individuals who are interested in being considered as third-party support providers. It should be noted that the qualifications for the third-party support providers roles are based on an analytical review of core competencies which have built-in energy code enforcement training requirements.
Qualified candidates are being sought for the following 3rd Party Support Provider Roles:
• Residential Plans Examiner
• Residential Inspector
• Commercial Plans Examiner-Prescriptive
• Commercial Plans Examiner-Performance
• Commercial Inspector
Respondents to this RFQL will need to complete this online application which includes a specified list of criteria (including energy code training) that meet qualification requirements for third-party support providers. Candidates can submit proof of qualifications to be considered for one or more of the third-party support provider roles listed above.

Eligibility/Qualifications Requirements/Preferences:

The process for verification and selection of names of qualified third party support providers will be conducted based on the results of an online application (Seamless Doc) that requires all interested individuals to fill out a series of contact information related queries, as well as to upload supporting documents related to their current certifications, valid professional licenses, and curriculum vitae (CV). All applicants are also required to provide proofs of insurance coverage and a license to do business in NYS via the online application.

Given that energy code training is essential to performing third-party?plan reviews and inspections for commercial and residential buildings, applicants are reminded that they will also need to attest to having completed a minimum of 6 hours of NYSERDA Energy Code Training as well as relevant energy code training such a COMcheckTM Basics by US Department of Energy (DoE), REScheckTM Basics by US DoE and other training modules related to specific provider roles (Additionally, interested applicants are reminded that NYSERDA offers training and resources that meet the requirements of understanding the?ECCCNYS 2020?and?NYStretch 2020)
With a view towards expanding the pool of qualified third-party support providers, Certified Energy Managers (CEMS), Licensed NYS Professional Engineers (PEs) and Registered Architects (RAs), individuals who have received a NYS DOS Code Enforcement Basic Training Program (BTP)- Certified Code Enforcement Official Certificate, as well as those who have a valid HERs Raters certificate issued by a RESNET accredited rating provider (Residential Plans Examiner & Inspector only) are encouraged to apply for this RFQL. Only one form of certification is needed per provider category role, but any individual who has more than one certification or license is encouraged to submit the same.

NYSERDA will respond to individual applicants within 30 days of their online application submission. Those who are approved will be issued a Provider Number. Those who fail to meet the qualifications will be notified in writing via email, and will be encouraged to satisfy the qualification criteria and reapply for consideration. The names of all qualified third-party support providers within the categories of: Residential Plans Examiner; Residential Inspector; Commercial Plans Examiner-Prescriptive; Commercial Plans Examiner-Performance; and, Commercial Inspector will be contained in a PDF document that will reside on NYSERDA’s Energy Code web page and be accessible for the consideration of all interested AHJs.
The list of provider names is anticipated to be incrementally and periodically updated as more qualified applicants provide their submissions. Third-party support provider approval status will be valid for the code cycle during the calendar year of submission documentation.

NYSERDA must be notified in writing within 10 business days of any informational changes to the a previously submitted online application. Failure to notify NYSERDA of informational change to an application that has been approved will result in immediate disqualification from the provider pool.
