CONVENTIONAL HANGAR - Finger Lakes Regional Airport
Description:

NOTICE IS HEREBY GIVEN, that sealed bid Proposals are sought and requested for performance of a contract, according to specifications, to be let by Seneca County, New York for the Finger Lakes Regional Airport as follows:

CONVENTIONAL HANGAR

The project includes but is not limited to the following:

The construction of a new, pre-engineered metal aircraft hangar at the Finger Lakes Regional Airport. The project bid letting shall consist of three (3) separate prime contracts as follows.

Contract #1 – General Construction, shall include the following work:

  • Coordination with the project owner, other contractors.
  • Supply and erection of a pre-manufactured/engineered clear span aircraft hangar building.
  • Supply and installation of building insulation, interior and exterior panels.
  • Supply and installation of building windows and doors.
  • Installation of clear span building foundation.
  • Installation of concrete floor slab, subbase, insulation, and vapor barrier.
  • All excavation, backfill, compaction and restoration required for site work improvements.
  • Installation of Water Service up to 5’-0” from building footprint at location where water service enters building.
  • All excavation, backfill, and restoration for water service trench up to 5 feet outside of building.
  • Soil erosion control practices and inspections.
  • All other general construction contract work covered by plans and specifications.

Contract #2 – Electrical Construction, shall include the following work:

  • Coordination with the project owner, other contractors.
  • Installation of electrical service.
  • Installation of main distribution panel.
  • Installation wiring, receptacles, boxes, switches, conduit, and lighting fixtures in hangar area including High Bay Lighting fixtures.
  • Installation of bathroom electrical and lighting fixtures.
  • All excavation, backfill, and restoration for electrical service trench.
  • Installation of conduit, wire, and electrical manholes
  • All other electrical construction contract work covered by plans and specifications.

Contract #3 – Plumbing / Mechanical Construction, shall include the following work:

  • Installation of water service.
  • Installation of LP Gas – fired overhead radiant heating system.
  • Installation of LP Gas tanks and service lines.
  • Installation of carbon monoxide and fire detection systems.
  • Rough plumbing of the utility room.

Separate, sealed bid Proposals for the above Project at the Finger Lakes Regional Airport in Seneca Falls, New York will be received by Seneca County, in the Office of the County Manager, Mr. Mitch Rowe, at 1 DiPronio Drive, Waterloo, New York 13165 until 1:00 pm. on Thursday, April 13, 2023. The bid Proposals will be publicly opened by Seneca County and read at 1:00 p.m. on the same date.

PDF sets of the Contract Documents and Bid Forms will be available beginning March 16, 2023. Contractors may sign up for plans and download them directly from the internet at no cost by accessing McFarland Johnson’s Bid Portal by visiting www.mjinc.com/BidProjects.html under the project name “Finger Lakes Regional Airport Conventional Hangar”. The Bidders are responsible for checking the above website for all project updates including all Addenda.

A pre-bid conference will be held in the terminal building conference room at Finger Lakes Regional Airport, 2727 Martin Road, Seneca Falls, New York 13148 on Thursday, April 6, 2023 at 11:00 a.m. Attendance by prospective bidders is strongly recommended.

A Cashier’s Check, drawn upon a state or national bank, or a Proposal Bond with a Surety’s Bond Affidavit, in the penal sum of five percent (5%) of the total maximum bid price will be required with each bid Proposal.

The goals and timetables for minority and female participation, expressed in percentage terms for the contractor’s aggregate workforce in each trade on all construction work in the covered area, are as follows:

Goals for minority participation for each trade: 6.9%

Goals for female participation for each trade: 5.9%

Contracts over $100,000 are subject to the New York State goals for participation by Women and Minority owned business enterprises as follows:

Goals for WBE participation: 15%

Goals for MBE participation: 10%

All bid Proposals are to be delivered to Seneca County with the following information clearly labeled on the outside of an opaque, sealed envelope: project number, location of airport, and name and business address of the bidder. When sent by mail, preferably registered, the sealed proposal, marked as indicated above, should be enclosed in an additional envelope.

Seneca County reserves the right to reject any and all bid Proposals and to waive any informality in bid Proposals received.
