Description

The New York City Economic Development Corporation (NYCEDC) acting on behalf of New York City is seeking a consultant or consultant team for engineering and landscape architectural design services for preparing all analyses, surveys, designs, permit applications and related documents for the rehabilitation, reconstruction, and improvement of the Seaport District waterfront esplanade between the Southern Tie-In to the Brooklyn-Montgomery Resiliency Project and the Southern edges of the Seaport District to raise the shoreline above 2050s Coastal Flooding and 2100 Sea Level Rise; and the reconstruction and design of the New Market Pier.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee. These services are expected to be funded with grant funding provided by the Federal Emergency Management Administration's Building Resilient Infrastructure and Communities (BRIC) program, administered by FEMA and the New York State Division of Homeland Security and Emergency Services (DHSES). The FEMA BRIC grant will also fund future construction of an eligible project designed under the scope of work.

This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies, and equipment. An optional informational session will be held on Wednesday, May 10, 2023, at 11:30A.M. at the NYCEDC Offices at One Liberty Plaza, 165 Broadway, 14th Floor, New York, NY 10006. A link will be posted to the project website for those who wish to attend virtually. Those who wish to attend should RSVP by email to SPCR@edc.nyc on or before May 8, 2023, indicating whether they will be attending in-person or virtually, as well as number of each.

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5pm on Monday, May 15, 2023. Questions regarding the subject matter of this RFP should be directed to SPCR@edc.nyc. Answers to all questions will be posted by Monday, May 22, 2023, to https://edc.nyc/rfps.
