Description

New York City Economic Development Corporation (NYCEDC), in consultation with the City of New York and Mayor’s Office of Environmental Remediation (OER), is seeking a consultant to support OER’s Information Technology Services (“IT SERVICES”). OER is a team of scientists and engineers that design and operate municipal programs to promote cleanup and redevelopment of vacant contaminated land in New York City. OER coordinates with real estate developers and environmental professionals to ensure compliance with environmental requirements before issuance of a building permit or certificate of occupancy.OER maintains several web-based applications to support program operations. The main OER applications are the (1) Environmental Project Information Center (“EPIC”): https://a002-epic.nyc.gov/; and (2) Searchable Property Environmental E-Database (“SPEED”): https://speed.cityofnewyork.us/.

EPIC is a project management portal that streamlines, digitizes, and consolidates OER project submittals, project management, communication, performance-tracking, and public-facing document repository. The application also provides resources for the public, community-based organizations, agency partners, and OER staff. Users with registered accounts can upload files, track the progress of OER reviews, receive notifications, and review project information. EPIC is a 3-tier application utilizing the following technologies: .NET, AngularJS, ReactJS, and MS SQL Server. EPIC is hosted by the New York City Office of Technology and Innovation (OTI), formerly known as DoITT.

SPEED is a mapping tool that provides public access to environmental remediation and other information for certain properties in New York City. It shows data layers of projects being remediated under City, New York State Department of Environmental Conservation, and United States Environmental Protection Agency oversight, along with links to view project details. Users can also see the locations of NYC E-designated properties, open and closed spills, New York State Environmental Zones (En-Zones), and Brownfield Opportunity Areas and other community brownfield planning areas. In addition to environmental data, SPEED shows tax lot boundaries, industrial and waterfront areas, wetlands, political and administrative districts, and resiliency information. SPEED utilizes the following technologies: Node.js, ReactJS, PostgreSQL, and Carto. SPEED is hosted on Google Cloud.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, the proposed fee and cost schedules, the quality of references, and the proposed M/W/DBE narrative form.

This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Narrative Form with their response. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. An optional pre-proposal session will be held on ?Thursday, March 16, 2023? at 10:00 A.M. on Microsoft Teams. Those who wish to attend should RSVP by email to MOERITServices2023@edc.nyc on or before March 14, 2023.

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 P.M. on Thursday, March 23, 2023. Questions regarding the subject matter of this RFP should be directed to MOERITServices2023@edc.nyc.
