Description

The New York City Economic Development Corporation (“NYCEDC”), acting together with the New York City Health and Hospitals Corporation (“H+H”) (“NYCEDC” and “H+H”, collectively, the “Parties”), are pleased to release this request for proposals (“RFP”) seeking proposals (collectively, “Proposals”, and, each a “Proposal”) from qualified parties (collectively, “Respondents”, and, each a “Respondent”) for the long-term sublease and redevelopment of an approximately 10,000 square foot parcel of land located at 349 E. 140th Street in the Mott Haven neighborhood of The Bronx (the “Site”). The Site is currently improved with an approximately 22,750 square foot, vacant three-story structure formerly known as the Lincoln Recovery Center (the “Existing Building”). The Site is part of Block 2303, Lot 58 on the Tax Map for the Borough of the Bronx, New York City.
The Site is owned by the City of New York (the “City”). The New York City Health and Hospitals Corporation Act (L. 1969, c. 106) (the “Act”) created H+H as a public benefit corporation, and for purposes of the Act, the City and H+H entered into the agreement made as of June 16, 1970 between the City and H+H (the “Operating Agreement”), which, among other things, leases the Site to H+H for the duration of H+H’s statutory existence. H+H desires to dispose of the Site to a qualified developer(s) through a long-term sublease.
Through this RFP, the Parties are seeking Proposals for redevelopment and operation of the Site as a community facility center with a preference for programming focused on education, arts and culture, and with a required health and wellness element, as further defined herein (the “Project”). Proposals to renovate the Existing Building are preferred, however Respondents may submit Proposals for a partial demolition or full demolition and redevelopment of the Existing Building. A competitive response to this RFP must accomplish the following goals (the “Project Goals”):

  • Develops a flexible, multi-generational community center that accommodates a broad-spectrum of neighborhood uses and needs; ? Provides for a range of health and wellness-oriented programs and events, such as, for example, active living, preventative and holistic health, and healthy aging, as well as programming focused on arts and culture, education, and youth initiatives;
  • Encourages active street life and creatively integrates the Project into the local context and surrounding area, including with abutting Willis Playground and Alexander’s Alley;
  • Proposes a design plan that strives to preserve the Existing Building’s architectural details all while promoting sustainability and energy efficiency; and,
  • Offers a financial plan for achieving the Project Goals.

It is the policy of NYCEDC to comply with all federal, New York State and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected categories and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives.
The Project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprises (M/W/DBE) interested in working on public construction projects. The Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00P.M. on Thursday, November 17, 2022. Questions regarding the subject matter of this RFP should be directed to LincolnRecoveryRFP2022@edc.nyc. Answers to all questions will be posted by Tuesday, November 29, 2022, to https://edc.nyc/rfps. Questions regarding the subject matter of this RFP will not be accepted after 5:00P.M. on Thursday, November 17, 2022, however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to RFPrequest@edc.nyc on or before Thursday, January 12, 2023.
