Description

The New York City Economic Development Corporation (“NYCEDC”) is pleased to release this Request for Proposals (“RFP”) for the purchase or long-term lease, and potential development of Queens Tax Block 14260 Lot 85 (the “Site”) which is an approximately 2.6-acre parcel of land, located on Rockaway Boulevard in Springfield Gardens, Queens (the “Project”).

The Site is owned by the City of New York and is located near JFK International Airport (“Airport”) in one of the air cargo industry’s largest concentrations of customs brokers and freight forwarders and Airport related industrial facilities, near residences and retail, and in an M1-1 zoning district consisting of light industrial uses. The Project offers a unique opportunity to develop a commercial and/or industrial building on a vacant parcel. Through this RFP, NYCEDC is seeking developers to redevelop the Site for commercial and/or industrial use.

The Site is irregularly shaped and is bound to the north by Rockaway Boulevard, to the south by Nassau Expressway and Bartlett Dairy, and to the west by the Federal Aviation Administration office building.

NYCEDC plans to select a developer on the basis of factors stated in the RFP which include but are not limited to: the quality of the Proposal, experience of key staff identified in the Proposal, experience and quality of any subcontractors Proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed purchase price or lease terms.

It is the policy of NYCEDC to comply with all Federal, State and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives. Please refer to the Equal Employment and Affirmative Compliance for Non-Construction and Construction Contracts Addendum in the RFP.

This Project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. An optional informational session for this RFP will be held virtually on Tuesday, December 6, 2022 at 10:30AM. A link to the information session will be available on the Project’s website, which can be found at www.edc.nyc/RFPs. Respondents may submit questions and/or request clarifications from NYCEDC no later than 5 PM on Friday, January 6, 2023. Questions regarding the subject matter of this RFP should be directed to JFKNorthRFP@edc.nyc. Answers to all questions will be posted by Friday, January 20, 2023, to https://edc.nyc/rfps. Questions regarding the subject matter of this RFP will not be accepted after 5pm on Friday, January 6, 2023, however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to RFPrequest@edc.nyc on or before Wednesday, February 1, 2023.
