Description

The Federal Bureau of Prisons, Community Treatment Services (CTS) Contracting Office; Washington, D.C. seeks a contractor to provide community-based outpatient Sex Offender Treatment Services for male and female offenders residing at the local Residential Reentry Center and on home confinement in Syracuse, NY. These services must be within a five-mile radius from Syracuse City Hall, 233 E Washington St, Syracuse, NY 13202 and within 0.5 miles from public transportation.



This requirement will ensure the contractor is located within walking distance of public transportation; offenders are not subject to walking long distances in inclement weather and maintain offender accountability.



Performance periods under this contract will be for a one-year base period to begin on January 1, 2023, with four (4) one-year option renewal periods with service ending (if all options are renewed) on December 31, 2027. The following services are required to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the state where services will be rendered. Sex Offender Treatment Services for Federal offenders include:

The services shall be in accordance with the Federal Bureau of Prisons (Bureau) Statement of Work, Community Treatment Services, October 2020. The request for quote will be available on or after December 9, 2022 and will be distributed solely through the General Services Administration’s web site http://www.sam.gov. Hard copies of the request for quote will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on December 23, 2022.



This requirement is unrestricted. The Bureau anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
