1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR Part 13, Simplified Acquisition Procedures as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement will be evaluated using the comparative evaluation process outlined in FAR 13.106-2 (b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government.
2. the combined synopsis/solicitation number is 36C24223Q0189. It is issued as a Request for Quote. The Government anticipates awarding one firm-fixed price purchase order resulting from this solicitation.
3. This solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-08 (eff. 10/28/2022) and VAAR Update 2008-32 (eff. 11/01/2021).
4. This requirement is issued Total Small Business Set-Aside. The North American Industry Classification system number is 561621 with a size standard in number $22.0M, PSC 6750.
5. Place of Performance: Department of Veterans Affairs, Syracuse VA Medical Center, 800 Irving Avenue, Syracuse, NY, 13210-2716.
6. Delivery Schedule/Installation: All equipment shall be delivered by, and installation completed by 60 days from the date of award.

8. Quotes are due no later than 12/30/2022 at 10:00 A.M. EDT and shall be submitted electronically via e-mail to John Neibert at John.neibert@va.gov
The following provisions apply to this acquisition:
The provision at 52.212-1 Introduction to Offerors Commercial, applies to this acquisition.
The provision at 52.212-2 ADDENDUM, EVALUATION COMMERCIAL ITEMS (JAN 1999) apply to this acquisition.
All offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items.
The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and a statement. The addendum to FAR 52.212-4 also applies to this acquisition.
The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition and all additional FAR clauses cited in the clause are applicable to the acquisition.
Addendum to FAR 52.212-4 shows FAR clauses followed by VAAR clauses in numeric order.

NOTE:
The cameras are to be equipped with Night Vision illumination capability to see black and white in absolute darkness.
Contractor s will install all six (6) cameras and program the Milestone Software.
Contractor will ensure that the new equipment is installed and capable with existing system and server on site. Contractor will ensure that a Certified, license Milestone Technician is on site to install and train Police Staff once system installation complete.
