This is a Synopsis Notification (Intent to Sole Source). The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i) and 13.501(a)(1)(ii). "Only one responsible source" is based on the company being the sole developer and provider of the product and / or service and is therefore the only source capable of satisfying the Government's requirement. This requirement is for American Historical Archives pertaining to LTC Hollis C. Clark, LTC John Harry Coffman, GEN George Van Horn Moseley, and COL George Van Horn Moseley Jr. The archives are collated into one catalog (Catalog E-34) by Valentino Carmen D (VCD). It is a unique catalog that provides an extensive record of each individual’s military career and their contributions to the Armed Forces. VCD holds the copyright to the catalog and all of its contents, and as such, is the sole provider of the catalog. VCD does not allow third parties to supply or sell their copyright-protected materials on their behalf. No other vendor has the same content nor information that relates to each individual in the catalog, making this requirement a sole source purchase by default.

This is a 100% set aside for Small Business transaction with NAICS Code 519210; Size $18.5 Million.

This Notice of Intent is not a request for competitive proposals and no solicitation document is available. However, any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized agent of VCD. If you are an authorized agent of VCD, you must submit written proof from VCD that says you are authorized to supply / sell their copyright-protected materials on VCD’s behalf (* INFO WILL BE VERIFIED *). All interested parties must provide the following data with their responses:

1. Full Company Name and Address

2. SAMs Unique Entity ID (UEI)

3. CAGE Code

4. TAX ID# (aka “EIN” or “TIN”)

5. NAICS Code(s) (see NAICS Code Qualifier above)

6. Business Size ("Large" or "Small"… must be stated on your reply)

7. Company POC, Email, Phone#

8. Proof (no exceptions) - -

a. Authorization letter from VCD that says you are authorized by VCD to supply / sell their copyright-protected materials on their behalf. * INFO WILL BE VERIFIED.*

A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for market research purposes to determine a competitive procurement. Responses must be submitted via email only by the No-Later-Than (NLT) closing date and time stated below. Telephone responses or requests will not be accepted. Generic responses for the sake of soliciting a response - or - submitting queries that clearly shows you have not fully read everything that’s posted will be considered as “Non-Responsive”.
