NOTICE OF PROPOSED CONTRACT ACTION/NOTICE OF INTENT TO SOLE SOURCE

The Department of Veterans Affairs, New York/New Jersey VA Health Care Network (VISN 2 NCO), James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Bancroft Architect/Engineers, 700 Nicholas Blvd, STE 300, Elk Grove, Illinois, 60007, to perform Post Award Construction Period Services for the existing Renovate and Modernize E.R. Project 526-15-112A (including Site visits and post-construction service duties). The place of performance is the James J. Peters DVA Medical Center, Bronx, NY. This action will result in a Firm-Fixed Price contract with a period of performance of Twenty-Four (24) months.

This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than Monday, February 27, 2023 at 2PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after Monday, February 27, 2023 at 2PM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Bancroft Engineers.

This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.

SCOPE – STATEMENT OF WORK

The following A/E services are in continuation of project 526-15-112 which designed services for the renovation /upgrade of the Emergency Department in Building 100 of the James J Peters VA Medical Center. This area will have an upgraded layout to improve efficiency, address egress compliance issues, create exam rooms, negative pressure rooms, infection control suite, nurse/ work area, create triage, waiting area, offices, mental health area, women’s health area, bathrooms, staff lockers, support for modernized equipment, etc. Incorporate the “Planetree” philosophy into the design – overall this project will enhance patient care.

The A/E services will include but not limited to the following:

• Basic upgrades to contract documents (Arch/Mech/Elect/HVAC) to include additional equipment and/or office realignments.


• Additional QA/QC responsibility due to changes as above.


• Construction Kickoff Meeting


• Ten (10) site visits.


• Submittal reviews


• RFI responses and corrections/updates to existing plans.


• Punchlist inspections and re-inspections.

Specific Task: Referencing the scope above, The A/E will continue to make on-site inspections of all areas within the active construction project as per the existing design awarded to Bancroft Engineers.

PERIOD OF PERFORMANCE:

The period of performance for construction will be Twenty-Four (24) months.

EXACT PLACE OF PERFORMANCE

Work will be completed on the 1st Floor of Building 100, Emergency Room (ER) Department currently under construction and being renovated at the James J. Peters DVA, 130 W. Kingsbridge Road, Bronx, New York 10468
