This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This acquisition is for the purchase of winter gear for the 106th Rescue Wing of the New York Air National Guard, F.S. Gabreski ANG, Westhampton Beach, NY 11978. This is a 100% Small Business set-aside. The applicable NAICS code for this acquisition is 339920, PSC is 4240 and the size standard is 750 employees. Solicitation number F9E1S13039AW01 is being issued as a request for quote and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02, effective 14FEB23. Firms must be registered in the System for Award Management (SAM) before an award can be made. To register with SAM, log on to https://www.sam.gov.

This Request for Quote will result in a firm fixed price contract. This announcement is the solicitation which will result in a firm fixed-price contract. Contract will be awarded to the contractor whom provides a quote that conforms to the terms and conditions of this combined synopsis / solicitation and meets all the requirements that is outlined and is determined responsible IAW FAR Subpart 9.104-1.

Helmets at a minimum must have NIJ Standards: NIJ 0106.01 with NIJ 0108.01 Level IIIA. Helmet type are also required to have gone through DoD testing and shown to resists penetration of up to a 7.62x39mm lead core round.

ComTac must be able to work with HH-60G intercom system, work with PRC-117/152 radios, NIB technology to allow inter-team communications, coyote brown, noise canceling (NRR of 23), 350 hours of battery life or greater, VOX hands free PTT.

A. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items.

B. Offerors shall remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS IAW FAR 52.212-3, following the instructions as provided in the clause.

C. By offer submission in response to this synopsis the offeror agrees to comply with all terms and conditions IAW FAR 52.212-4 - Contract Terms and Conditions - Commercial Items.

D. The attached PROVISIONS/CLAUSES to be incorporated into this RFQ and subsequent order as applicable.
