Description
CONTINUATION OF PRE-SOLICITATION NOTICE:

This notice is for Solicitation 36C24222R0124, Project 526-23-302 to Replace Condenser Water Motor and Pump at the James J. Peters DVA Medical Center, located at 130 W. Kingsbridge Road, Bronx, NY 10468. This procurement is a 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). Prospective contractors must be registered and certified in the Center for Veterans Enterprise (CVE) VIP Registry database prior to submitting a bid: http://www.vip.gov
Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 238220 for Plumbing, Heating, and Air Conditioning Contractors, with a Size Standard of $16.5 Million. The NAICS Code selected has been approved as the most appropriate for the project related tasks and SOW. This NAICS Code will not be subject for discussion or change. The cost range for this project is between $250,000 and $500,000.

The work associated with this project is non-complex in nature. Therefore, the solicitation period will be expedited to the extent allowable.

Project Title: Replace Condenser Pump at the James J. Peters VA Medical Center, Bronx, New York.

Section 1.1 - Quick overview

The Condenser Water System has a total of (8) motor/pump sets. The contractor shall replace (8) sets of motor/pump sets with new equipment. The motor/pump equipment to be replaced are #5, #6, #7, #8, #9, #10, #11, and #12. All work shall be completed in sets of two. No more than two sets of motor/pumps shall be worked on at the same time. This includes testing.

Total equipment to be replace; (8) 75HP motors and (8) Pumps Sets.

Once the work is complete the Medical Center will have (8) new 75HP motors and new pumps sets.

Section 1.3 - Scope of Work

The contractor shall perform all work necessary to replace four motor/pumps sets and the four remaining pumps with new. Replace all couplings, perform testing and alignment to manufacturer s specifications. Any work required to perform alignment shall be included in this scope. All equipment shall be in kind and match the existing configuration, if modifications are required it shall be the contractor s responsibility to modify. All motors are fed via a VFD and existing electrical shall be used.

Contractor will work primarily Monday thru Friday 0800 thru 1630. The contractor shall coordinate with the Contracting Officer s Representative (COR) if any work requiring a water or steam shutdown that will affect other areas.
No more than 2 sets of motor/pumps shall be worked on at the same time.
Contractor shall provide submittals for equipment listed in section 1.2 above or equivalent. Approval is required prior to procuring these items.
Replace Motor/Pump set for the following;
#5, #6, #7, #8, #9, #10, #11, and #12
The couplings shall be included for all pump/motor sets.
Laser alignment of the motor/pump set will be performed on all 8 equipment sets to exiting slab and piping. Documentation shall be provided.
Any modifications required to install the new equipment shall be included.
Ensure drain lines are in working order and is routed the nearest floor drain.
All tools, labor, supervision, and associated work to effectively replace the equipment in the specified time.
Contractor shall ensure job cleanliness throughout the replacement. The contractor shall ensure all tools and debris are removed post installation.
The contractor shall perform testing post installation. Testing shall include leak checks, equipment vibration checks, and proper operation with the BMS.
Any VFD modifications shall be included in this contract and contractor shall verify the VFD parameters are correct.
Gaskets, bolts, or any material touched part of this replacement is included.
Completion of all work shall be no more than 90 days from notice to proceed, including potential lead time for equipment. The contractor will inform the COR if pump/motor sets will incur a longer lead item with submitted proposal.
1.4 Period of Performance
Work to begin within one week of contract award and to be completed within 90 calendar days. Contractor shall provide a project schedule with lead time for required materials. Completion date is based on working normal working hours from 8am-4:30pm.
Award will depend on availability of funds at time of award.
All other details and information shall be contained in the solicitation which shall be posted on https://beta.sam.gov/. The solicitation will be released on or about 11/21/2022. The response submittal address, date and time will be included in the solicitation. This project requires Performance and Payment Bonds. All prospective offerors must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
Interested offerors are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time that proposals are due.
