DESCRIPTION: ELECTRICAL SERVICE IMPROVEMENTS

SUBJECT: Request for Proposal (RFP)
The Department of Veterans Affairs (VA), National Cemetery Administration (NC), is Soliciting Proposals under Solicitation Number 36C78623R0033, for the Cypress Hills National Cemetery, located at 625 JAMAICA AVENUE BROOKLYN, NY 11208. The Acquisition type will be a Request for Proposal (RFP) for the CONSTRUCTION OF ELECTRICAL SERVICE IMPROVEMENTS at Ft. Cypress Hills National Cemetery, NY. The RFP will utilize the Electronic Proposal via the VA Portal and SAM.gov. The process will be outlined in the forthcoming Solicitation.

DESCRIPTION:
The Department of Veterans Affairs, National Cemetery Administration (NCA) has a requirement for a Firm Fixed Price (FFP) Contract and the Contractor shall provide all labor, tools, materials, equipment, services, testing. submittals, approvals, and professional supervision related work to CONSTRUCTION OF ELECTRICAL SERVICE IMPROVEMENTS, Under Project No. 815-NRM23-04.
The work Shall be completed In Accordance With (IAW) the Statement of Work (SOW), Specifications, and Drawings. Price /Cost Schedule will be forthcoming within the RFP Solicitation.

MAGNITUDE OF CONSTRUCTION: PURSUANT TO FAR 36.204 & PER VAAR 836.204.
3a) MAGNITUDE OF CONSTRUCTION RANGE IS BETWEEN IS BETWEEN $100,000.00 AND $215,000.00.
THE AWARD OF THIS FUTURE CONSTRUCTION CONTRACT IS SUBJECT TO THE AVAILABILITY OF FY-22 FUNDS. Electronic solicitations will be available for download from Federal Business Opportunities (FedBizOpps) at http://www.FedBizOpps.gov , on or Before 15 May 2023. No paper copies will be issued. Offerors are advised that they are also responsible for obtaining and signing/dating ALL Amendments to the solicitation which will be available at FedBizOpps. Solicitation posting, to FBO, date is subject to change as necessary and an Amendment to this Pre-solicitation will be posted if the date changes.

CONTRACT DURATION (PERIOD OF PERFORMANCE): One Hundred and Eighty (180) Calendar Days. Contract Completion Date will be determinate after Contract Award.

METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE (FFP) CONSTRUCTION CONTRACT UNDER SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE.

LAW: Pursuant to Public Law 109-461 & Federal Acquisitions Regulations (FAR) 14, Solicitation 36C78622R0042, will be made on a competitive basis to a responsible Service-Disabled Veteran Owned Small Business (SDVOSB) responding to this solicitation. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.va.gov by the date and time specified for receipt of RFP (Proposal). No other sources will be considered. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is 100% Set-Aside for SDVOSB in accordance with VAAR Part 819. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.VIP.vetbiz.gov prior to the due date for RFPs (Proposal) and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) A non-verified vendor that submits a Proposal will be rejected as Non-Responsive.

REGISTRATION: To be eligible for award the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified in the following websites: Those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award; firms must be currently registered in the System for Award Management(betaSAM) database at www.beta.SAM.gov and have completed online Representations and Certifications prior to contract award. All Offerors must also be registered in the Vets-100/100A database which is mandatory prior to award of any Federal Government contract greater than $100,000. OBTAINING SOLICITATION MATERIALS: The solicitation will be formatted as a Request for Proposal (RFP); In Accordance With (IAW) FAR Part 15.203. and VAAR Part 815.2, Request for Proposal (RFP). The Government intends on issuing the RFP Solicitation via sam.gov (Contract Opportunities). Solicitation material consisting of the details and specifications may be accessed ONLY via SAM.gov website. The RFP s Projected Proposal Due Date is 12 June 2023 @ 1300 (1:00 P.M.) (EST).
NOTE: This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. This procurement is being conducted as a competitive, negotiated Request for Proposals (RFP) that is to be awarded after a Lowest Price Technically Acceptable (LPTA) Evaluation. Offeror s pricing will be reviewed for Reasonableness and Realism. The Government may use various price analysis techniques and procedures to ensure a Fair and Reasonable Price. If the price of your proposal is determined to be outside of the Government Cost Estimate (IGCE) of price reasonableness for this procurement, your Proposal will be Denied.
SOLICITATION AMENDMENTS: Amendments to the Solicitation will be uploaded to FedBizOpps. All Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.

SUBMISSION OF RFP THROUGH E-MAIL WILL NOT BE ACCEPTED. RFP transmission/uploads shall be completed by the date/time specified in the SOLICITATION. Late or incomplete RFP will not be considered.
